Are you looking for an opportunity to advance transportation strategies to achieve the State’s climate goals? Are you interested in gathering, processing, and analyzing data to uncover meaningful insights and patterns? Would you like to be part of an innovative, fast-paced, goal-oriented team?

The Sustainable Transportation and Communities Division (STCD) at the California Air Resources Board (CARB) is recruiting for a transportation specialist to work in its Transportation Analysis Section. The Section is focused on tackling greenhouse gas (GHG) emissions and criteria pollutants by improving land use planning; increasing opportunities to travel by bike, walking, and transit; and advancing social and racial equity. This position will be part of a team analyzing transportation and land use data to support the development and implementation of the State’s sustainable transportation and housing policies that advance climate and air quality goals.

This includes using scientific methods and technical subject matter expertise to independently analyze transportation, land use, housing, and economic data to support sustainable and equitable policies that can transition California to an efficient, carbon-free transportation system. The transportation specialist will also enhance CARB’s evaluation and monitoring of regional and local land use development and transportation strategies related to the implementation of California’s Senate Bill (SB) 375 and SB 150 programs.

The specialist will need to work effectively in a team-oriented environment and prepare and present comprehensive reports on land use, transportation, and housing issues and policies to CARB management and stakeholders.

To ensure coordination within CARB and across numerous stakeholders, the transportation specialist is also expected to be familiar with CARB’s broader objectives to reduce emissions of GHG, criteria pollutants, and air toxics; participate in high-level meetings with CARB management; and represent CARB at forums and workshops. The candidate is also expected to conduct complex geospatial and statistical analysis of large data sets;

use the results of data analysis to understand changes in travel behavior and mobility patterns; and maintain relationships both within CARB and with outside agencies involved in, or affected by the SB 375 program; and prepare for and occasionally travel within the State to attend meetings, workshops, and seminars.

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency’s discretion and is based on the California Air Resources Board’s (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.

You will find additional information about the job in the Duty Statement.
