Join the City of Edmonton as a Sustainability Operations Specialist!

As a key operational leader in the Sustainable Waste Processing (SWP) portfolio, you will report to the General Supervisor of Organics & Recycling and ensure efficient, compliant, and safe waste processing at the Edmonton Waste Management Centre (EWMC). You’ll oversee unionized staff and contractors, translate strategic objectives into action, verify in-field work, and ensure alignment with contracts, operations, and environmental standards. This role is vital in maximizing resource recovery, achieving waste diversion targets, and contributing to the City’s sustainability goals. You will also act as a liaison between internal stakeholders, contractors, and regulatory bodies, fostering accountability, safety, and continuous improvement.

What will you do?
• Lead waste processing operations by ensuring efficient execution, on-site management, resource optimization, safety compliance, and team performance
• Administer contracts, manage claims, and mitigate contractual risks for over $500M worth of Waste Processing Contracts. This involves reviewing and approving progress claims, managing change orders, ensuring contractor adherence to engineering specifications and performance standards, and resolving contractual issues and disputes
• Provide engineering expertise for the operation and optimization of waste processing facilities and equipment, ensuring compliance with regulatory and operational requirements. This involves developing and authenticating Professional Work Products (PWPs) such as technical performance reports, design reviews, site inspection findings, and process optimization strategies and applying engineering expertise to improve material flow efficiency, energy recovery, and system reliability
• Manage contractor relationships, collaborate with internal stakeholders (such as Engineering, Finance, and Safety teams), and ensure regulatory compliance. This includes acting as the primary point of contact for contractor leadership, resolving conflicts, and engaging with regulatory bodies
• Monitor Key Performance Indicators (KPIs) (such as throughput, downtime, and safety performance), implement improvements to enhance operational efficiency and resource recovery rates, and ensure alignment with sustainability goals. This involves analyzing operational data, developing and implementing strategic improvements, and staying informed on emerging technologies and industry trends

Qualifications:
• Bachelor’s Degree in Industrial or Environmental Engineering or another related Engineering Field
• Professional Engineer (P.Eng.) with APEGA in good standing or eligible for Inter-Provincial Mobility (IPMA)
• Courses in finance, accounting, claims, and contracts are desired
• Minimum of seven (7) years of combined engineering and operations management experience, including contract delivery methodologies (P3s, Design Builds), and dispute resolution

Skill Required for Success:
• Demonstrated engineering judgment, leadership, contract management, and problem-solving skills
• Strong communication, planning, and relationship-building abilities
• Knowledge of relevant codes, legislation, regulations, policies, and procedures
• Experience in contract management and procurement
• Ability to effectively interact, communicate, influence and collaborate with a variety of partners and stakeholders at all levels, including senior management and City Council
• Strong verbal and written communication skills, including report writing and presentation skills
• Strong planning and organizational skills, with the ability to manage time and multiple projects appropriately
• Excellent negotiation, problem, and conflict management/resolution skills
• Ability to work both collaboratively and independently, achieving strict deadlines
• Proven leader with comprehensive Human Resources skills, adept at building and empowering multidisciplinary teams through effective coaching, performance management, delegation, and conflict resolution

Conditions of Employment:
• Valid Alberta Class 5 driver's licence (or provincial equivalent). Obtaining and maintaining a City Driver's permit is a requirement of this position.

Work Environment:
• This position is eligible for the EDO program (Earned Day Off)
• Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite

Up to 1 permanent, full-time position

Hours of Work: 36.9 hours per week, Monday to Friday

Salary Range: $92,925 - $132,751 (Annually)
