Job Description

Clackamas County is hiring a Sustainability Analyst to support sustainability and solid waste initiatives. The role involves ensuring compliance with food scrap requirements, providing technical assistance to businesses, creating outreach materials, and delivering presentations on waste reduction. Candidates should possess strong communication skills and be able to collaborate with various stakeholders. This non-supervisory position is based in Oregon City, OR.
JOB DETAILS AND QUALIFICATIONS

If you answered “yes” to the questions above, we want you to join our team as a Sustainability Analyst at the Clackamas County Department of Transportation & Development / Sustainability & Solid Waste Program. We are seeking motivated individuals with strong communication and interpersonal skills. If you are selected for either of the positions, you will have an opportunity to assist in the implementation and promotion of sustainability, waste reduction, resource conservation and continuity of operations planning and initiatives for Clackamas County by providing and coordinating education, technical assistance, planning, and program delivery.

This position focuses on the work related to sustainability and solid waste initiatives at, and pertaining to, businesses and other workplaces, especially, but not limited to, food-generating businesses. Typical tasks include, but are not limited to:
• Ensuring food-generating businesses comply with the Business Food Scrap Requirement through site visits, cold calls, contamination checks, employee trainings, and more.
• Providing technical assistance supporting owners, management, and staff to improve waste reduction and recycling programs at their workplaces.
• Collaborating with team members to co-create outreach materials, including but not limited to flyers, mailers, e-newsletters, web content, service tools, etc.
• Providing excellent customers service to owners, property management, and onsite staff over the phone, via email, virtually and in-person.
• Presenting to workplaces on a variety of waste-related topics (e.g. food scrap requirement, waste reduction, recycling, and more).
• Collaborating with garbage and recycling companies to adjust container sizes and collection service levels, especially related to food scrap collection service.
• Tracking and maintaining workplace outreach and technical assistance records to comply with local, regional, and state reporting requirements.

This position performs the work related to sustainability and solid waste program materials across all areas of focus: community, businesses, multifamily, and more. Typical tasks include, but are not limited to:
• Creating print (flyers, mailers, bill inserts, press releases, etc.) and digital (social media, web content, presentations, etc.) media for public education and promotion of materials management, waste reduction, reuse and recycling content, and general sustainable practices.
• Producing memos and communications materials for internal stakeholders (e.g. Board of County Commissioners, Solid Waste Commission, Public & Government Affairs staff, etc.)
• Supporting team members with the creation and delivery of general and customized outreach materials for engagement with businesses, multifamily communities, schools, event coordinators, and more.
• Collaborating with other staff, vendors, solid waste franchisees, chamber of commerce, and local governments on content and production timelines.
• Tracking and maintaining program-wide communications records to comply with local, regional, and state reporting requirements.
• Delivering presentations and tabling to a wide range of audiences in a variety of venues.

These positions are non-supervisory, journey level positions.

Required Minimum Qualifications/ Transferrable Skills:
• A minimum of four (4) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position that must include all of the following: Experience conducting research, tracking data, and interpreting and generating reports Experience creating and delivering presentations and/or providing training to groups Experience resolving customer inquiries and complaints Experience working with and establishing new relationships with various businesses, agencies or other organizations
• A minimum of one (1) year of experience in a sustainability, waste reduction and/or resource conservation field
• Experience in positions that required strong organizational skills and attention to detail

Preferred Special Qualifications/ Transferrable Skills:

• Bachelor's degree or equivalent experience in sustainability, resource conservation, waste reduction, policy analysis, public education, marketing, or a related field
• At least one (1) year of experience developing sustainability, waste reduction or resource conservation programs within or for one or more organizations, non-profits, schools, and/or businesses.
• Experience with sustainability, waste reduction, and recycling program practices at businesses or public and non-profit agencies
• Experience with continuity of operations planning, disaster preparedness or recovery
• Knowledge of sustainability frameworks and tools used by organizations
• Intermediate proficiency with Microsoft Excel and Word
• Experience working with InDesign
• Experience writing for various audiences including policymakers, the public, educators, and business managers
• Experience establishing partnerships and relationships with underserved communities
• Experience related to working at restaurants, with multifamily management or with a variety of outreach, promotional or educational media

Pre-Employment Requirements:
• Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment.

KEY COMPETENCIES FOR SUCCESS IN THIS ROLE:

TYPICAL TASKS

General typical tasks and duties of a Sustainability Analyst include but are not limited to the following:
• Provides information, training, education and on-site technical assistance on waste reduction, materials management, recycling, and sustainable practices and policies to a variety of audiences (businesses, schools, government agencies, multifamily property managers and residents, single family residents, community-based organizations).
• Writes and/or produces materials (brochures, pamphlets, newsletters, articles, flyers, decals, press releases, web content, social media and presentations) for public education and promotion of materials management, local solid waste reduction, reuse and recycling and waste prevention programs and solid waste management programs and sustainable practices; assists in the production of creative media for the County cable channel and/or website. Collaborates with other staff, vendors, solid waste franchises, chambers of commerce, and local governments on content and production timelines. Ensures an adequate supply of materials is available for program activities.
• Assists with the development and implementation of materials management or local solid waste reduction, reuse and recycling and waste prevention programs, solid waste programs and sustainability initiatives necessary to meet the goals and/or tasks in the Regional Waste Plan, the Opportunity to Recycle requirements, the County Code and the Solid Waste Administrative Rules.
• Represents Clackamas County’s Sustainability and Solid Waste Program as needed at local and regional meetings and workgroups for planning, developing and implementing programs and policies to support the Regional Waste Plan, Annual Waste Reduction Plan, the Opportunity to Recycle requirements, the County Code and the Solid Waste Administrative Rules.
• Evaluates and reports on activities as required by the Annual Waste Reduction Plan, the Opportunity to Recycle requirements, the County Code and the Solid Waste Administrative Rules. Maintains files and records data; assists with the evaluation of programs and initiatives by tracking progress, using key metrics, analyzing data and reporting results.
• Examines proposed site plans and provides input on the location and adequacy of garbage and recycling enclosures per the Zoning Development Ordinance; Consults as necessary with Planning and Engineering staff, collectors or developers.
• Responds to inquiries about materials management, sustainability, recycling and solid waste collection services from the public or other agencies.

REQUIRED KNOWLEDGE AND SKILLS

Thorough knowledge of: Sustainability, materials management, waste reduction, and resource conservation practices, programs, and activities; approaches and best management practices for assisting private and public sector organizations in developing and adopting such practices and programs; concepts of sustainability as applied in communities and in businesses; practices and techniques of research, project management and community or customer engagement.

Working knowledge of: Recycling markets, collection programs, and materials handling/processing; sustainability principles and the solid waste hierarchy; State, regional and local laws, rules and codes governing materials management, waste reduction, recycling, and resource conservation; State and regional recovery goals; solid waste franchise systems; practices and techniques of public relations and marketing; English grammar and composition; office methods and procedures.

Skill to: Communicate effectively, both orally and in writing; evaluate and provide technical assistance in recycling, waste reduction, purchasing, resource conservation, process improvement, and related operational policies, for businesses, workplaces and communities; encourage and motivate adoption of best practices and participation in related programs; work independently or as part of a team; recruit and coordinate volunteers and committee members; interpret applicable laws, regulations and rules; research, analyze and evaluate complex problems and devise solutions; establish and maintain effective working relationships with diverse groups; effectively use word processing, spreadsheet, publishing/design, and presentation software; accurately record and report activities; deliver presentations and trainings to various audiences.

WORK SCHEDULE

This position works 40 hours during a standard workweek of one of the following schedules:
• Monday through Friday, working 8 hours per day (5/8)
• Monday through Thursday, working 10 hours per day (4/10) with every Friday off
• Monday through Thursday, working 9 hours per day and every other Friday, working 8 hours per day, with every other Friday off (9/80)

This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
