Full-Time Staff Attorney – Policy Analyst

As a member of the Policy team, the Staff Attorney is a policy analyst and advocate who represents Save The Bay in policy-making, regulatory and legislative arenas. The Attorney works with the Policy team to advance Save The Bay’s goals for clean water, sound environmental policy, effective enforcement, habitat protection and restoration and climate change adaptation.

RESPONSIBILITIES:

In conjunction with the Director of Advocacy and the Policy Team, the Staff Attorney will:
• Prepare testimony on legislation; assist in coordinating legislative campaigns within Save The Bay and with other organizations and interests; track legislation; deliver testimony as required.
• Monitor actions and policies of State (RI and MA) and federal environmental agencies and municipalities; track and respond to proposed changes in policy and regulation; proactively develop positions and strategies for strengthening laws and policies that impact the Narragansett Bay watershed; hold state, local and federal agencies accountable for complying with, adopting and enforcing rules and regulations.
• Assist in developing and coordinating advocacy campaigns, including clean water and stormwater campaigns at the state and municipal levels.
• Collaborate with state and federal agencies and individuals and organizations to revise regulations, change policies, pursue environmental violations and ensure awareness of complex and emerging issues of significance to Save The Bay.
• Commence or assist in commencement of actions for violations of state and federal law.
• Assist in determining Save The Bay’s position and course of action on emerging issues and preparing Save The Bay positions in print, broadcast and social media.
• Develop and coordinate research on major policy issues and initiatives.
• Serve as staff to the Legal Committee, work closely with the Chair of the Committee to develop meeting agendas and materials.
• Work on legal issues as they arise, including drafting and reviewing contracts and compliance with state and federal laws.
• Partner with Volunteer & Internship Manager to recruit law students to volunteer/intern and assist with legal research for policy and advocacy projects that support STB’s goals.
• Work as assigned at Save The Bay events, including but not limited to the Bay Swim and Annual Meeting, and other fundraising and outreach events.

QUALIFICATIONS:
• Must be a member in good standing of the Bar Association with at least five years of experience in environmental law at the local, state and/or federal level.
• Strong candidates will have excellent verbal and written communication skills; a strong work ethic and the ability to multi-task; a team-oriented approach; strong organizational and management skills; ability to work effectively in public forums and high-pressure situations.
• Demonstrated knowledge of, and experience in, civics and legislative processes.
• Strong commitment to environmental issues, citizen action, and volunteerism.
• Working knowledge of Rhode Island, Massachusetts, and federal laws and regulations concerning water pollution, wetlands and coastal development.
• Ability to work with a variety of people in both formal and informal settings.
• Public speaking and citizen advocacy skills.
• Ability to work under pressure and flexible hours including some nights and weekends.
• Spanish or other multilingual skills a plus.
