PURPOSE
This position provides leadership and oversight for the Associations energy supply, power supply planning, and energy analytics functions to ensure reliable, cost-effective, and compliant delivery of power. The role directs forecasting, power cost modeling, natural gas scheduling analytics, power sales and purchases, and related commercial agreements while ensuring accurate settlement and reporting. This position leads the energy analytics team, collaborates with internal and external stakeholders, advises leadership on risks and opportunities, and supports a strong culture of safety and operational excellence.
ESSENTIAL FUNCTIONS OF THE POSITION
The Manager performs the below functions with mentorship of direct supervisor or designee.
The Senior Manager performs and masters all the below functions.
1.Responsible for ensuring adequate fuel supplies for the Associations generating facilities; directing the activities related to the Associations power sales and purchases, including the development of power purchase and sales contracts, short-term purchases and sales, and energy reporting.
2.Provide overall leadership, direction, and oversight for load and resource planning, forecasting, power cost modeling, and related analytical functions supporting the Associations operational and strategic goals.
3.Responsible for negotiating commercial agreements for fuel supply, purchased power, and related contractual arrangements with gas producers, pipelines, and independent power producers.
4.Manage, coach, and develop the Energy Analyst and Senior Energy Analyst positions, including performance management, hiring, training, and team capability development in accordance with Association expectations and policies.
5.Ensure that daily, monthly, and annual energy transaction data and analytical reporting are accurate, complete, and in compliance with processes, procedures, and contractual requirements.
6.Oversee cost production modeling for generation and purchased power, including maintaining model integrity, verifying inputs, and guiding enhancements recommended by analytic staff.
7.Provide oversight and strategic review of natural gas scheduling analytics, pipeline imbalance reporting, and cost/risk impacts; coordinate with Power Supply on operational decisions informed by analytical results.
8.Direct the development, validation, forecasting, reporting, and documentation of fuel, generation, and purchased power costs, including modeling of future cost scenarios.
9.Prepare, administer, and monitor the department budget and develop Key Performance Indicators that demonstrate progress toward strategic objectives.
10.Advise leadership on issues, risks, or opportunities that arise from market changes, modeling results, regulatory filings, or operational analyses.
11.Represent the Association in regional working groups and energy industry forums, advocating positions using data-driven analysis.
12.Collaborate closely with Power Supply, Dispatch, Regulatory, and Accounting to ensure analytical products and cost representations are accurate, current, and aligned with contracts and operational conditions.
13.Maintain strong industry relationships with Alaska Railbelt utility partners to support analytical coordination and information exchange.
14.Provide guidance on contingency analysis and scenario modeling to support alternative fuel supply strategies and crisis preparedness.
15.Communicate analytical findings, risks, and operational impacts clearly and effectively to internal stakeholders through written reports, dashboards, and in-person communication.
16.Promote a safety culture in which safety is a value. This culture is based on joint and individual engagement, ownership, and accountability regarding job safety and responsibility to perform work safely and adhere to safe work practices.

ESSENTIAL POSITION REQUIREMENTS
Manager
Qualified candidates are required to have:
A relevant bachelors degree or equivalent relevant experience.
Three (3) years of progressively relevant experience, preferably in the utility industry.
A valid drivers license and a driving record, which is acceptable by the Associations Driving Policy and insurable by the Association and the Associations insurance carrier at standard group rates.
Preferred experience:
Utility industry experience with generation and transmission operations, power purchases/sales, regulatory understanding, and contract administration.
Experience leading an analytical or operational planning team.
Experience with PCI GenTrader or similar analytical and modeling tools.
Senior Manager
Qualified candidates are required to have:
A relevant bachelors degree or equivalent relevant experience.
Combination of seven (7) years of progressively relevant experience in the utility industry and supervisory/management experience.
A valid drivers license and a driving record, which is acceptable by the Associations Driving Policy and insurable by the Association and the Associations insurance carrier at standard group rates.
Preferred experience:
Masters degree in a relevant field.
Utility industry experience with generation and transmission operations, power purchases/sales, regulatory understanding, and contract administration.
Experience leading an analytical or operational planning team.
Experience with PCI GenTrader or similar analytical and modeling tools.

PHYSICAL DEMANDS

This position works primarily in an office setting but will be required to visit generation sites and travel to locations outside the State of Alaska.

EMPLOYMENT STATUS
This position is classified as an exempt, non-represented position; and therefore, is not eligible for overtime compensation. All Association employees are expected to work widely varying amounts of time outside the normal shifts to assist in power restoration or other needs of the Association.
