Job Duties
The Virginia Department of Environmental Quality's Piedmont Regional Office is seeking a qualified candidate to review permit applications and modifications for solid waste landfills and other solid waste management facilities to ensure all regulatory requirements are met in accordance with applicable laws and regulations. Conduct thorough and technically sound review of solid waste groundwater monitoring plans, corrective action plans, and environmental monitoring data. Prepare draft permits, write public notices, attend public hearings and prepare a written response to public comments. Meet with applicants and/or consultants to discuss regulatory and technical requirements. Review construction quality-assurance documentation and perform follow-up inspections during and after construction.
Minimum Qualifications
Strong technical writing skills and the ability to independently read and interpret engineering plans and hydrogeology reports. Knowledge of geology, hydrogeology, engineering fundamentals, soil mechanics, geotechnical testing, mathematics, chemistry, groundwater remedial technologies, and Federal and State Solid Waste Management Regulations. Strong computer skills. Ability to communicate effectively both verbally and in writing, prepare and present technical reports to diverse groups, make independent and sound decisions, work without close supervision, and to resolve problems independently and as part of a team.
