Job Description
San Bernardino County is hiring a Senior Solid Waste Program Specialist to lead initiatives in the Solid Waste/Local Enforcement Agency program. Key responsibilities include training staff, reviewing solid waste facility permits, conducting inspections, resolving complaints, and providing technical expertise. The Department of Public Health's Environmental Health Services Division is recruiting for a Senior Solid Waste Program Specialist* to lead and coordinate initiatives in the Solid Waste/Local Enforcement Agency (LEA) program and serve as an expert consultant performing direct services. The Senor Solid Waste Program Specialist assists supervisors by assigning and reviewing the work of staff, training and coordinating complex projects.
Primary duties include, but are not limited to the following:
• Provide lead direction, training, and work review to assigned staff; organize and assign work, coordinate complex projects, and follow up to ensure completion of assigned work.
• Provide input into selection decision and performance evaluations.
• Serve as technical expert and staff consultant in Solid Waste program.
• Review and approve solid waste facility permits.
• Conduct routine inspections of solid waste facilities such as landfills, transfer station/materials recovery facilities, closed landfills, compost facilities, etc.
• Conduct specialized studies, program audits, investigations and inspections and make recommendations; maintain a program of code compliance and implementation in the area of specialization.
• Develop, standardize, and update staff inspection techniques.
• Investigate and resolve citizen complaints, acting as a liaison with community groups, government agencies, and private businesses.
• Compile data, evaluate procedures and draft proposed legislation and guidelines; may review and make recommendations on environmental impact reports.
• Plan and conduct in service and public education training programs.
• Interpret regulations and provide advice relating to area of specialization to city officials, citizen groups, business owners and others.
• Maintain records and prepare reports and correspondence.
• May act as expert witness in court proceedings.

CONDITIONS OF EMPLOYMENT
Work Schedule: May be required to perform duties on-call after normal working hours and on weekends.
Physical: May be required to bend, stoop, kneel, crawl or hike when necessary during the investigation process.
Travel/License: A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.
Assignment: Must be willing to accept work assignments in the following areas: Rancho Cucamonga, Hesperia, and San Bernardino. Must indicate a willingness to work in all three (3) geographic areas on the Application in order to be eligible for these positions.
Minimum Requirements
Certificate: Must possess and maintain a valid certificate of registration as a Registered Environmental Health Specialist (REHS) issued by the State of California Department of Public Health (CDPH). Some assignments require specialized certificates. Be sure to indicate any special certifications on the Supplemental Questionnaire.
AND
Experience: One and one-half (1-1/2) years of experience as a Registered Environmental Health Specialist performing environmental health inspections and investigations in California.
Note: Experience as a trainee is not qualifying and should be clearly separated from journey-level experience on the Application and Supplemental Questionnaire.
Desired Qualifications
The ideal candidate will possess experience leading team projects and knowledge of two or more Environmental Health Services programs (Food Protection, Recreational Health, Insect and Vector Rodent Control, Housing and Property Improvement, Land Use, Water, Waste Water, and Waste Management) in a public agency.
