Job Description

The Ministry of Sustainability and the Environment is seeking a Senior Executive (Finance Policies & Management) in Singapore. The role involves managing financial resources, formulating finance policies, and supporting revenue matters. Key responsibilities include collaborating with statutory boards, preparing statutory reports, and ensuring governance processes for government revenue. Candidates should have relevant qualifications and experience, strong analytical skills, and the ability to engage stakeholders effectively.
What the role is:
As a member of the MSE finance team, you will be involved in the management of the ministry’s financial resources, supporting the implementation of the ministry’s strategic objectives through finance.

You will be formulating, reviewing and operationalizing finance policies, procedures and controls relating to assets management.

What you will be working on:
Your work will cover the following areas:

i. Business partner to MSE HQ and Statutory Boards on Fees & Charges reviews (e.g. queries and implementation of new fees to ensure compliance to IM requirements) and Revenue matters (e.g. billings & collections, revenue waiver request, write-offs etc.)
ii. Evaluate proposals on Fees & Charges and Revenue matters that requires Management’s/ MOF’s approval.
iii. Prepare statutory reporting to central agencies and within MSE HQ (e.g. annual fees and charges returns etc.) on status of MSE Family’s fees and charges
iv. Manage financial year-end closing activities and statutory reporting to central agencies (e.g. Representation Statement, Confirmation of Bank Accounts etc.)
v. Ensure proper governance processes are in place for the management of government revenue through implementation of agreements/audits
vi. Reporting to senior management on status of arrears
vii. Ensure deposit records are prepared and approved timely and accurately for the accounting of government revenue
viii. Be involved in stakeholder engagement, process reviews and system enhancements to drive greater efficiencies in the revenue processes in MSE HQ as part of the Whole-of-Government Finance Transformation journey and MSE Finance data analytics journey.
ix. Ad hoc projects may be assigned from time to time.

What we are looking for:
a. A degree in Accountancy, Business Administration, Finance or equivalent.
b. Preferably one to three years of relevant experience.
c. Good working knowledge and understanding of risk assessment, internal controls
d. Independent, motivated and enthusiastic to learn
e. Candidate to have good analytical and writing skills, be meticulous organised and have good interpersonal and communication skills.
f. Ability to work independently and as a team in a fast-paced environment while managing multiple priorities and internal/external stakeholders concurrently.
g. Tenacious and thorough in pursuing work issues and able to meet deadlines.
h. A keen and curious mind to evaluate proposals submitted by MSE Statutory Boards
i. Proficient in Microsoft Office applications. Experience in data analytics and RPA software will be an added advantage.
