Allied Talent Partners is seeking a Senior Energy Sector Policy Reform Advisor based in Nairobi, Kenya. • High-Level Overview*
The client seeks an Energy Sector Policy Reform Specialist to assess priority energy sector reforms, model their fiscal and macroeconomic impacts, integrate these insights into the sovereign debt sustainability framework, and support the identification of reform-linked key performance indicators suitable for future sustainability-linked financing instruments. The Specialist will provide deep analytical and policy expertise, working alongside a debt sustainability analysis expert and relevant public debt management counterparts.
Role and Responsibilities

• Key Deliverables
• Policy & Regulatory Review
• Desk review of energy sector policies, laws, strategies, and regulatory frameworks.
• Assessment of tariff structures, subsidies, IPP arrangements, and associated fiscal and contingent liability impacts.
• Identification of ongoing and planned reform measures relevant to fiscal sustainability.
• Stakeholder Engagement
• Mapping and engagement of key public debt, energy-sector, and regulatory institutions.
• Technical consultations to validate data, assumptions, and reform pathways.
• Scenario Modelling & Analysis
• Development of reform scenarios covering tariff adjustments, subsidy rationalisation, efficiency improvements, and restructuring measures.
• Analysis of fiscal, macroeconomic, and debt sustainability impacts in collaboration with the debt sustainability analysis expert.
• Integration into Debt Sustainability & Financing Frameworks
• Technical inputs to embed energy-sector reform scenarios into the sovereign debt sustainability framework.
• Identification of reform-linked energy sector KPIs suitable for sustainability-linked financing instruments.
• Reporting & Knowledge Sharing
• Preparation of technical notes, summary reports, and presentations outlining findings and recommendations.
• Contribution to policy briefs and stakeholder or investor-facing materials as required.
• *Requirements
• Experience Required:**
• Advanced degree in energy economics, public policy, energy finance, or a related discipline.
• Extensive experience in energy sector reform and policy analysis.
• Demonstrated experience in tariff analysis, subsidy reform, and sector modelling.
• Experience working with public-sector institutions and multidisciplinary technical teams.
• Technical Requirements
• Strong quantitative and analytical skills in fiscal and sector modelling.
• Ability to translate technical findings into actionable policy and financing recommendations.
• Understanding of linkages between sector reforms, macroeconomic performance, and fiscal sustainability.
• Other Skills
• Structured and analytical thinker with strong written and verbal communication skills.
• Collaborative and effective in engagements with senior public-sector counterparts.
• Highly organised and able to deliver under tight timelines.
