ICF Incorporated is hiring Senior Climate Policy and Planning Specialists/Consultants in Cairo, Egypt, to support climate change activities and policy planning in collaboration with the U.S. Government and the Government of Egypt. The role involves stakeholder coordination, capacity-building, and technical support leading up to COP 27. Candidates should have an advanced degree and substantial experience in climate change initiatives, particularly in Egypt.
JOB DETAILS:

Job Description:
• ICF is seeking in-country short-term consultants to support country-driven climate change activities and provide technical support to accelerate climate policy and planning in Egypt in the lead up to Conference of the Parties (COP 27). This project will seek to deepen cooperation between a U.S. Federal Agency and the Government of Egypt (GoE) and support Egypt’s transition to a low-carbon, climate resilient economy and will include a variety of activities and events in the lead-up to and during COP 27 in November 2022.
• As an in-country liaison for this project, ICF expects that the consultant will contribute to and help execute stakeholder coordination and/or training and capacity-building activities in collaboration with the project team, Government of Egypt stakeholders, and the U.S. Government. The consultant may also provide targeted technical, facilitation, and communication support for convenings around COP 27, including those related to public-private sector collaboration. In addition, it is expected that the consultant will be familiar with climate change policy and planning in Egypt and be able to serve as a subject matter expert and resource to the project team. This support will include the collection of information related to the Nationally Determined Contribution (NDC) and National Adaptation Planning (NAP) processes on an as-needed basis.
• The position will be in based in Cairo, Egypt and require travel within the country including, but not limited to COP 27 in Sharm El-Sheikh.

Responsibilities:
• Facilitate coordination between the project team, U.S. Government personnel, Government of Egypt, other country stakeholders, responding to client needs and direction.
• Contribute to the planning and execution of climate-related meetings, workshops, and training activities as well as COP 27 events in collaboration with U.S. Government personnel, Government of Egypt stakeholders , and other country stakeholders.
• Support project team in collecting information/data required to support capacity-building activities, including INDC/NDC updates and the NAP process.
• Facilitate the dissemination and socialization of new climate change activities undertaken by the Government of Egypt in cooperation with U.S. Government personnel and other stakeholders.
• Ensure quality control and responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to meet the requirements of the client.
• Always represent ICF to external stakeholders and partners in a professional manner.

Qualifications:
• Advanced degree in relevant field (e.g., climate change, environmental management, environmental economics, international development, public/business administration).
• At least eight years’ relevant technical experience working to support climate change mitigation and adaptation and/or sustainable development initiatives in Egypt, with preferred experience working with U.S. Government - and other donor-funded projects.
• Experience in managing and facilitating country capacity-building activities, convenings, and stakeholder coordination.
• Familiarity with international climate policy including UNFCCC negotiations and reporting protocols (e.g., Nationally Determined Contribution, National Adaptation Plan, and National Communications).
• Understanding of Egypt’s climate change and sustainable development planning and policy landscape.

• A proven record of excellent management, leadership, decision-making, and interpersonal skills, including being an articulate speaker, team player, and empathetic listener.
• Demonstrated ability to manage and lead a highly skilled, interdisciplinary team in an intercultural development context; to interact with and lead a broad range of governmental and non-governmental actors and institutions across sectors; and to design and implement detailed strategic work plans.
• Demonstrated excellence in writing and public speaking/presentation.
• Full professional fluency in English and Arabic.
