Job Description
EDUCATION and/or EXPERIENCE
Bachelor's degree in Urban Planning, Architecture, Engineering Management, Environmental Science, or related discipline. Thorough knowledge of federal, state, and local laws and regulations pertaining to environmental impact studies and historic preservation required. Minimum of six years progressive experience performing environmental analysis and historic preservation studies, including research, writing, and preparation of the various and many required documents. Well developed and highly effective verbal, writing, analytical and problem-solving skills necessary. In lieu of a degree, directly related experience may substitute on a year-for-year basis.
Summary
Directs the preparation of environmental impact studies, assessments and statements, historical preservation studies, and appropriate documentation to ensure conformance with applicable federal, state and local laws, rules and regulations; oversees the proper implementation of same and, therefore, maintains MARTA's eligibility for matching federal funding for construction, expansion, and modification of the transit system. Oversees consultant contracts and reviews work and deliverables. Interacts with federal, state, and local agencies and represents MARTA in meetings and public forums.
Essential Duties And Responsibilities
• Researches and determines appropriate environmental documentation required by federal and state regulations, related to the development, expansion, or modification of MARTA's transit system.
• As required by federal and state law, determines application of historic preservation rules and regulations for the development, expansion, or modification of MARTA's transit system.
• Administers contracts with consultants for environmental and historic studies. Oversees and reviews consultant work and deliverables.
• Develops schedules for completion of environmental and historic preservation studies with other MARTA divisions and general consultants.
• Solicits and compiles federal, state and local agency review comments of MARTA-prepared environmental documents.
• Researches and prepares environmental planning documentation regarding future transit lines, services, and facilities to support efforts for inclusion in regional transportation planning processes such as the Regional Transportation Plan (RTP).
• Coordinates the National Historic Preservation Act eligibility review process with the State of Georgia's Historic Preservation Office and/or the Department of the Interior.
• Participates in meetings and hearings and represents MARTA to stakeholder and community groups.
• Prepares and processes correspondence with GDOT, FTA, and other agencies, including but not limited to assessments of effect and memoranda of agreement.
• Performs other related duties as assigned

Salary: $77,168-$115,752
