Job Description

The Solid Waste & Environmental Programs Manager at the City of Manchester oversees municipal waste and environmental programs, ensuring compliance with regulations and managing staff. About the position

The Solid Waste & Environmental Programs Manager is responsible for managing, planning, organizing, directing, and implementing municipal environmental and waste programs in Manchester, NH. This role includes overseeing solid waste, yard waste, and recycling initiatives, ensuring compliance with environmental regulations, and coordinating waste-related events. The manager will also supervise staff, develop policies to enhance operational efficiency, and respond to community inquiries regarding waste and environmental issues.

Responsibilities
• Manage solid waste, yard waste, and recycling activities, labor, and contracts.

• Supervise and oversee all activities and operations in the Solid Waste Section and at the City's Drop-off Facility.
,
• Oversee soil/groundwater/air emission monitoring, grounds maintenance, and regulatory compliance at the City's closed landfill.
,
• Develop policies and procedures to increase the efficiency and effectiveness of Division operations.
,
• Participate in personnel administration, including hiring, termination, grievance procedures, and employee training coordination.
,
• Organize resources within the Division, including developing equipment specifications and requisitioning supplies.
,
• Coordinate with other divisions to ensure compliance with State and Federal environmental regulations.
,
• Respond to citizen inquiries and concerns related to solid waste and environmental issues.
,
• Manage the collection of trash and recyclables from public spaces.
,
• Support major events with trash and recycling services.
,
• Coordinate volunteer cleanup efforts with citizens, businesses, and non-profits.
,
• Research industry developments and operational methods beneficial to the Department.
,
• Coordinate household hazardous waste events and municipal waste programs.
,
• Monitor quality of services for solid waste, recycling, and yard waste programs.
,
• Develop budget-related data to support the Department's overall budget.
,
• Design and develop initiatives for recycling operations and waste collection.
,
• Research grant opportunities and manage applications for funding.
,
• Plan and coordinate special events aimed at reducing waste.
,
• Conduct educational public/media relations campaigns to promote waste reduction.

Requirements
• Bachelor's Degree in Environmental Engineering, Resource Management, Public Administration, or related field.

• Considerable experience in waste operations in a supervisory role.
,
• Valid New Hampshire Driver's License.
,
• Level IV Solid Waste Operator Certification (must obtain within 12 months).
