The County of Los Angeles is seeking a Senior Civil Engineering Assistant for the Department of Public Works. This position involves field investigations, preparing plans and specifications for various engineering projects, and performing complex calculations. Candidates must be permanent employees of the department who have completed their probationary period. The application period started on January 5, 2016, and is open until the needs of the service are met.

Restricted to permanent employees of the above Department who have successfully completed their initial probationary period.

Current employees in the unclassified service who meet the following criteria also qualify to participate in this exam: Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service. Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service at the time of filing or by the last day of filing.

WITHHOLD INFORMATION
Permanent employees who have completed their initial probationary period and hold a qualifying payroll title may file for this examination if they are within six months of meeting the experience requirements by the last day of filing. However, the names of such employees will be withheld from the certification list until the required experience is fully met.

A Senior Civil Engineering Assistant is responsible for performing a combination of the following essential job functions: participates in field investigations and studies and in the preparation of preliminary and final plans, specifications, and cost estimates for a variety of construction and maintenance engineering projects, such as drainage and wastewater systems, mountain roads, highways, street lighting and water distribution systems, dams, debris basins, storm drains, spreading grounds, and other flood control and water conservation facilities utilizing commonly used software applications and specialized engineering software applications such as Computer Aided Design and Drafting (CADD); performs calculations requiring knowledge of algebra, trigonometry, calculus, elementary mechanics, strength of materials, statics, geodesy, and structural analysis; prepares portions of plans for road projects, consisting of profiles, cut and fill requirements, cross-sections, geometries, intersections, and related drainage structures; conducts studies and investigations to determine economic and technical feasibility, identifies the most suitable locations, makes cost estimates, and independently prepares complete plans and specifications for minor engineering projects such as erosion control structures and debris basins; prepares plans for segments of storm drain projects and various other flood control or water conservation structures and appurtenant facilities requiring the integration of hydrographic studies with the mathematical analysis of extensive hydraulic problems; designs elements of plans for bridges, such as beams, girders, piers, piles, foundations, or abutments, involving engineering calculations to determine design criteria required to withstand loads and stresses; designs sewer or water systems and related facilities, including the determination of capacities, the making of cost estimates, and the preparation of specifications; conducts hydraulic and hydrologic studies to determine design criteria and operational requirements for flood control and water conservation structures; prepares detailed engineering plans, cost estimates, and contract specifications for traffic signal systems and related lighting installations; reviews the design of engineering structures prepared by other public agencies or by private firms to determine if they conform to departmental standards and practices and sound engineering principles; conducts studies of, evaluates, and makes recommendations regarding new or modified construction materials and construction procedures contemplated for use in departmental projects; conducts preliminary studies to determine feasibility, estimate cost, and recommend relative priority for inclusion of projects in subsequent budgets; and prepares engineering reports of land movement studies.
SELECTION REQUIREMENTS
One year of experience as a Civil Engineering Assistant in the service of the County of Los Angeles.* A Master's Degree in engineering from an accredited college or university will be accepted for six months of the required experience.

LICENSE
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS
Physical Class II – Light: Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

SPECIAL REQUIREMENT INFORMATION
• To qualify, applicants must have County status as a Civil Engineering Assistant as evidenced by holding such payroll title for the required period of time. No out-of-class experience will be accepted.

In addition to the County application, each candidate must complete a Supplemental Application Form which can be obtained from the Human Resources Division, Exams Unit, 900 South Fremont Avenue, Lobby Floor, Alhambra. THE COMPLETED SUPPLEMENTAL FORM MUST BE SUBMITTED WITHIN FIFTEEN (15) CALENDAR DAYS FROM THE DATE OF FILING. All application information is subject to verification by the Human Resources Division.

DESIRABLE QUALIFICATIONS
• Successful completion of post-graduate level courses in civil engineering, business or public administration, construction management, engineering management, environmental engineering, or structural engineering from an accredited college or university.
Credit will be given if the courses are not part of the degree used to qualify.

• Valid California State Certificate of Registration as an Engineering-In-Training or Civil Engineer.***

EXAMINATION CONTENT
This examination will consist of an evaluation of education, experience, and desirable qualifications based on application information weighted 50% and an Appraisal of Promotability weighted 50%. The Appraisal of Promotability will evaluate knowledge and skills, personal and public relations, written and oral communication, productivity, adaptability, and dependability.

Candidates must achieve a passing score of 70% or higher on each weighted part of the examination in order to be placed on the eligible register.

ELIGIBILITY INFORMATION
The names of candidates receiving a passing grade in the examination will be added to the eligible register in the order of their score group for a period of twelve (12) months following the date of eligibility.

Applications will be processed on an as-received basis and will be promulgated to the eligible register accordingly.

SPECIAL INFORMATION
FINGERPRINTING AND SECURITY CLEARANCE
Before a final appointment is made to this position, candidates are subject to security clearance which includes fingerprinting. An individual may be withheld from appointment, if he/she has a conviction record incompatible with the essential duties of the position for which he/she has applied. Any false statement or omission of material fact may cause forfeiture of employment rights. Information presented on employment applications, resumes and during the examination process is subject to verification. Disqualifying factors may include but are not limited to: felony convictions, certain job-related misdemeanor convictions, certain serious traffic convictions or patterns of traffic violations (e.g., 4 or more moving violations within the past 2 years, failure to appear, at-fault accidents, and driving under the influence), illegal use of certain controlled substances and/or poor employment history.
