CDM Smith is seeking to grow our team to primarily support Climate Resiliency, FEMA’s Hazard Mitigation Technical Assistance Program (HMTAP) and other related contracts with the U.S.

This opportunity is slated for a mid-career professional ready to take on increasing responsibilities under the mentorship of more senior staff.

Projects include providing technical assistance to FEMA’s Hazard Mitigation Assistance (HMA) grant programs, supporting local governments, and Tribal Nations to begin climate resilience planning, risk assessments, project development and design of climate resilient solutions, supporting policy and guidance development to improve the delivery of resilience funding, and environmental compliance activities for FEMA Headquarters and Regional offices.

This job presents an opportunity for a successful candidate to have a direct influence on the improvement of national resiliency as climate change increases the severity of natural hazards.

Candidates must be a U.S. Citizen and be able to obtain a FEMA Badge, which includes a background investigation for a Public Trust position.

This position will be available as hybrid or full-remote with up to 20% travel as needed.
Primary Responsibilities:
• Provide technical and/or programmatic support to FEMA mitigation programs nationwide.
• Support Project Managers and Subject Matter Experts in the execution of projects to successfully meet required scope, schedule, and budget.
• Lead discrete / major tasks within projects.
• Provide direct support to clients and program stakeholders.
• Collaborate with a team of climate scientists, planners, design engineers, and asset management specialists to deliver climate resilience projects.
• Serve as a technical and/or programmatic resource in the development of quality deliverables.Minimum Qualifications:
• Bachelor's degree in Civil, Environmental, or Mechanical Engineering or related discipline.
• Professional engineering (PE) license.
• 7 years of related experience.
• Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.
• Equivalent additional directly related experience will be considered in lieu of a degree.Preferred Qualifications:
• Previous experience with FEMA’s Hazard Mitigation Technical Assistance, Mitigation Planning, Risk MAP programs, and/or Building Science experience.
• Understanding of climate resilient design, climate science, and intersections with hazard mitigation planning.
• Understanding of how infrastructure, communities, and the environment are impacted by climate change.
• Previous experience with other federal agencies to support national policy, or other government program development.
• Ability to translate technical information to audiences with varying levels of understanding.
• Excellent verbal and written communication, facilitation, and presentation skills (in person and virtually).
• Excels in a team environment with a culture of open communication connection.
• Knowledge of FEMA’s Benefit Cost Analysis (BCA) Tool or other cost effectiveness approaches.EEO Statement:
