Job Description

The Resilience and Disaster Planning Manager at the City and County of San Francisco will develop and execute a comprehensive disaster planning program for Public Works. Responsibilities include formulating long-term strategies, managing Department Operations Center activations, conducting training, and coordinating with various agencies. The role involves policy recommendations and overseeing emergency management training, ensuring the department's resilience to disasters.
As the Manager of Resilience and Disaster Planning, you will operate under the guidance of the Public Works Director. Your role as a senior manager involves formulating the mission, objectives, and long-term strategy for the Director’s Office of Resilience and Disaster Planning. Your responsibilities include the development, execution, and assessment of a comprehensive disaster planning program that enhances the resilience of Public Works. This also encompasses conducting training sessions and drills for departmental team members to familiarize them with the relevant plans, policies, and procedures.

You will be relied on to manage all Department Operations Center activations, which include preparing and monitoring the program budget, establishing policies and determining priorities; adjusting plans to respond to emerging and urgent issues, and collaborating with other senior managers to allocate resources to achieve timely outcomes and measurable goals within budget guidelines.

Using your knowledge and expertise you will provide policy recommendations affecting the department and assumes ultimate responsibility for all programs and activities of the Resilience and Disaster Preparedness Program. This position may require the development of recommendations consistent with directives, policies, and regulations.

Important and Essential Duties:

Your duties as a Disaster and Resilience Planning Manager may include, but are not limited to the following:
• Creates the mission and long-term vision of the department’s resilience and disaster preparedness program; develops mitigation strategies and recommend methods and procedures to increase the department’s resiliency to man-made or natural disasters and implements departmental goals, objectives, policies, and priorities; assists in the determination of resource allocation and levels of service.
• Interprets Local, State, and Federal laws and policies related to resiliency and disaster preparedness, response, recovery and mitigation; recommends and implements department procedures and guidelines.
• Coordinates with all Public Works Divisions, Sections and local emergency personnel to plan, develop, implement, evaluate and improve Public Works disaster and business continuity, response, recovery and mitigation plans;
• Develops, writes, publishes, trains and tests department disaster response, recovery and mitigation plans, operating manuals; creates reports, training materials, and operational support documents.
• Develops training curriculum, conducts and tracks emergency management training of Public Works managers and staff;
• Serves as liaison with federal, state, and local agencies, non-profits, business, non-government organizations and mutual aid partners to coordinate continuity, response and restoration plans, activities, and services; provides support and briefings to department management and emergency response personnel as required.
• Serves as Exercise Director to oversee and control all functions of major exercises; plans, designs, organizes, and executes internal and external exercises of all types; evaluates exercise and actual emergency response results to improve future response procedures; assists in analyzing and problem solving operational and administrative procedures.
• Prepares and monitors program budget; oversees maintain readiness of the Department Operation Center facility, equipment, documents and staff.
• Responds to local disasters and emergencies, performing duties as assigned during an emergency including activation of the Department Operations Center or working in the City’s Emergency Operations Center.
• Drives a vehicle in the course of work.
