About the position

The Broward County Board of County Commissioners is seeking a qualified candidate for the position of Resilience Program Manager within the Resilient Environment Department: Resilience Unit. This role involves performing highly responsible supervisory and administrative work in planning, organizing, and directing large-scale environmental programs and activities. The Resilience Program Manager will work under administrative supervision, developing and implementing programs that align with organizational policies and reporting major activities to executive-level administrators through conferences and reports. The successful candidate will be responsible for developing and implementing strategies related to the County's resilience priorities, which include mitigation and adaptation efforts. This position requires a comprehensive understanding of resilience stressors and impacts affecting South Florida, including community, economy, infrastructure, and natural systems. The Resilience Program Manager will lead multiple and diverse projects simultaneously within the Resilience Unit and will report directly to the Chief Resilience Officer (CRO). Key responsibilities include researching and proposing strategies for advancing the county's mitigation and adaptation priorities, developing and guiding programmatic initiatives, providing policy and strategic support, and contributing to strategic planning focused on organizational resilience. The role also involves applying climate science in scenario-based planning, engaging with internal and external partners, and advancing the County-wide Risk Assessment and Resilience Plan. The position requires strong project management skills and effective engagement with stakeholders, including support for the Southeast Florida Regional Climate Change Compact.

Responsibilities
• Research and propose strategies for furthering the county's mitigation and adaptation priorities.

• Develop, guide, and implement programmatic initiatives, involving independent and team-based efforts.

• Provide policy and strategic support to further resilience through land use, redevelopment, county codes, and comprehensive planning.

• Contribute to strategic planning focused on organizational resilience and county action plans.
,
• Apply climate science in scenario-based planning supporting county, urban and natural system considerations.
,
• Actively engage and aid communications with internal and external partners.
,
• Foster climate solutions featuring green infrastructure, delivering co-benefits, and promoting technology innovations.

• Engage on economic resilience strategies, including research and tracking of economic trends focused on climate risk, insurance, cost-benefit evaluations, and the ROI for climate-related technologies and solutions.

• Advance the County-wide Risk Assessment and Resilience Plan, inclusive of planning and policy recommendations.

• Review and prepare technical documents, reports, memos, and presentations.

• Manage contracts and budgets for projects and grants.

Requirements
• Bachelor's degree from an accredited college or university with major coursework in environmental sciences, biology, chemistry, geology, engineering or a related field.

• Four (4) years of experience in managing environmental monitoring, regulation, and compliance programs related to the area of assignment, including two (2) years of supervisory experience.

Nice-to-haves
• Ph.D. in Biology, Ecology, Hydrology, Water Resources Engineering or a related field preferred.
