The Research and Climate Bureau of the New Mexico Department of Transportation is responsible for overseeing the New Mexico Department of Transportation's (NMDOT) research program and climate and resilience programs.
Why does the job exist?

This position oversees the Research and Climate Bureau of the Planning Division. The Research and Climate Bureau Chief position is responsible for ensuring the continuous improvement and resilience of transportation systems through research and innovation. The primary responsibilities of the position are to oversee the Research Work Program which includes the transportation research projects of the Department, as well as the Climate Action Team. This position directly supervises the managers and staff of the Bureau responsible for identifying and addressing the research needs of the Department and serving as the subject matter experts, resources and liaisons on climate and resiliency issues related to transportation. The Research and Climate Bureau Chief position is also responsible for staying informed on innovations, technology and best practices in the transportation field in order to serve as a resource to the Department.
How does it get done?

The role of the Research and Climate Bureau Chief is extensive and critical to the effective management of the Department's research program and transportation related climate and resilience initiatives.
The responsibilities associated with this position will include:
• Manage, administer and report on the federally and state funded Research Work Program.
• Work collaboratively with internal and external partners to identify, prioritize, and address research needs within the Department.
• Directly supervise and manage a team of staff overseeing research projects as well as climate and resilience programs, initiatives, projects and requirements.
• Provide strategic direction and oversight for initiatives related to climate adaptation, resiliency, mitigation, and sustainability within transportation.
• Ensure staff comply with applicable federal and state regulations, including following contractual and procurement procedures.
• Develop and manage budgets associated with the Research Work Program, as well as other programs.
• Collaborate with relevant divisions and stakeholders to integrate research findings and information into the Department's policies, practices and projects to improve transportation systems and operations.
• Foster collaboration with internal and external partners, agencies, and research institutions and communicate effectively with all stakeholders to enhance transparency and share insights on research, climate and resilience initiatives related to transportation.
• Support the professional development of staff within the Bureau and identify and/or provide training opportunities to enhance the skills and expertise of team members.
• Engage in advocacy and policy development related to transportation research, climate and resilience at the federal and state levels.

The position's leadership role in managing research programs and addressing climate and resilience issues positions it as a crucial component in the Department's commitment to innovation, resiliency and sustainability, while meeting federal and state requirements. The three (3) employee direct reports and the overall team of ten (10) employees within the Bureau contribute to the effective execution of these responsibilities.

Minimum Qualification

A Bachelor's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions

Work is performed in an office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Must be able to lift 25 lbs. Some travel is required, both in and out of state.
