Job Description
The Department of Environmental Quality seeks a qualified candidate to provide project management and oversight for environmental remediation projects within the Office of Remediation Programs: Voluntary Remediation Program (VRP), RCRA Corrective Action, Superfund, and Federal Facilities. This position is restricted in nature. Continued employment is contingent on the availability of restricted funds. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.
Responsibilities
The position provides technical support for groundwater monitoring programs at hazardous waste management facilities and other projects as assigned. Reviews and processes complex technical, program- and project-specific documents including work plans, reports, conceptual site models, studies, final remedy decisions, and implementation plans. Oversees site characterization, remedy implementation, and response actions, and monitors progress towards completion. Ensures the project elements are in accordance with technical and program requirements, best engineering practices, established guidelines and policies, and applicable laws and regulations. The position applies pollution prevention technology where possible, promotes efficacy of final remedy decisions, and works with project stakeholders to resolve regulatory and technical issues efficiently, openly, fairly, and consistently.
Qualifications
The successful candidate possesses the following qualifications:
• Combination of education, training, and experience in the disciplines of engineering, geology, hydrogeology, environmental science, and/or other natural sciences
• Experience with remediation technologies, environmental site investigation, and cleanup processes, practices, and principles
• Working knowledge of CERCLA and the National Contingency Plan, RCRA Corrective Action, and the Voluntary Remediation Program.
• Working knowledge of geology, hydrogeology, engineering, and basic sciences
• Working knowledge of remediation and treatment technologies, contaminant fate and transport, risk assessment, and waste management practices; Knowledge of Federal and State environmental laws/regulations
• Ability to organize and prioritize technical and other related work, and to develop effective work methods in accordance with established policies and procedures
• Demonstrated interpersonal skills and ability to communicate effectively verbally and in writing
• Ability to utilize computer software programs to improve program and project productivity and efficiency
• Ability to analyze problems, consider and balance regulatory and business needs, and make pragmatic decisions to achieve project objectives.
• A Real ID or U.S. passport is required to access certain facilities. This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required.
