Job Description and Duties

Headquarters Asset Management is seeking a highly qualified candidate for a Research Data Specialist III position to further the implementation of transportation asset management at Caltrans. Caltrans is leading the nation in the field of transportation asset management, guiding highway infrastructure investments, project selection, maintenance, and improvements. We are seeking a motivated Research Data Specialist III with strong data analytics, business intelligence (BI) and geospatial system information (GIS), and communication skills to be the programs BI and GIS technical expert.

Primary tasks include establishing and maintaining the framework and suite of BI and GIS dashboards, visualizations, and data products to support infrastructure investment decisions for assets, needs, projects, portfolios, and programs. The BI and GIS technical expert is the technical lead on website development of BI tools, GIS tools, and development of scripts to automate data connections to BI and GIS tools. This thought-provoking work will impact Caltrans' policy makers, operational needs, and associated risks. Example analysis may be on climate change adaptation, highway safety, supporting the future of transportation across California. These critical skills will be utilized across all programs within Caltrans to assess potential impact on assets, programs, portfolios and projects across California and to provide a variety of requests to query, validate, format, and organize structured and unstructured data or to develop data models, utilize business intelligence software programs, evaluate geospatial information system mapping, or to forecast trends. This is a great opportunity to gain a broad scope of knowledge across all transportation programs and districts statewide.

The BI and GIS technical expert is the technical lead for Transportation Asset Management Systems (TAMS) BI and GIS implementation covering data governance, data documentation, data quality, developing data standards and data publishing and is the TAMS data custodian and develops and manages the TAMS data quality management plan, training, and supports AMS help desk. The BI technical expert works closely and collaboratively with a diverse set of internal and external transportation managers, staff, partners, and stakeholders in the development, implementation, and adoption of enterprise-level Asset Management BI policy, procedures, guidance, standards, and platforms in the department. The BI technical expert will work independently, meet deadlines on a regular basis, and work with all levels of staff in the Department. The BI and GIS technical expert will support the development and implementation of TAM and TAMS geospatial and geographic information system (GIS) visualization and will collaborate on BI geospatial integrations.

Eligibility for hire may be determined by your score on the Research Data Specialist Exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Special Requirements

Knowledge of Environmental Systems Research Institute Inc. (ESRI) GIS software and BI software for both desktop and server environments and ArcGIS and desire knowledge or experience but not required with relational database management systems such as Oracle database 11g or PostGIS SQL; programming languages such as Javascript and Python; business intelligence tools such as Tableau and Power BI, and web development utilizing application programming interfaces.

Employee will work in a climate-controlled office under artificial light. However, because of periodic problems with the heating and air conditioning, the building temperature may fluctuate. Infrequent travel may be required to various districts statewide and out of state. Must have the ability to work on a keyboard, manual dexterity, sitting for long periods, develop and maintain cooperative relationships, and the ability to focus for long periods of time. Be able to multi-task, adapt to changes in priorities and complete tasks or projects with short notice. Must deal effectively with pressure, maintain focus and remain optimistic and persistent under adversity. Must remain alert in lengthy meetings to collect information. The incumbent may be asked to telework for extended periods of time based on state requirements and will be requested to work in the office based on the business needs of the TAM office.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

2) Elaborate on your experience, tools and techniques conducting business intelligence (BI) analyses to evaluate project benefits, performance, or other relevant metrics that inform decision-making and data governance.

3) Elaborate on your experience, tools and techniques conducting geospatial system information (GIS) analyses to evaluate assets, projects, needs, performance, or other relevant metrics that inform decision-making and data governance.

4) Describe your experience using software tools, such as advanced spreadsheet functions, numerical analysis software, database systems, scripting/programming languages, or other analytical tools, (besides the ones described in question 2 and 3) for the analysis and presentation of assets, projects, needs, performance, or other relevant metrics data.

5) Describe your experience in preparing, writing, or editing reports, presentations, developing and conducting training, developing guidance, and other communication materials for both technical and non-technical audiences.
