Project Planning, Implementation, and Management: Manage the development and execution of WRAPS watershed projects. During the planning phase of WRAPS watershed projects foster a working relationship with and assist watershed coordinators with the development of project strategies, objectives, timelines and deliverables. During the implementation phase monitor progress on project implementation plan (PIP) strategies, deliverables, and adherence to project timelines on a quarterly basis. When project progress is found to be unsatisfactory, work with coordinators to implement corrective actions to ensure projects accomplish WRAPS project objectives. Coordinate with the WRAPS Grant Administrator to review proposed deviations from approved PIPs or to resolve known issues of compliance. Engage with watershed stakeholder leadership team (SLT) as necessary (at least once per year) to provide agency updates, present environmental data or results, and ask questions as necessary. Conduct spot field audits of BMPs to verify environmental results. Ensure data derived from assigned WRAPS watershed projects, i.e., best management practices (BMPs) and metadata (e.g. BMP type, location, cost share amount) are verified as accurate through appropriate quality assurance procedures.

Job Responsibilities may include but are not limited to the following:

Environmental Monitoring Coordinator: Oversee the development and implementation of routine and special project WRAPS monitoring project plans. This may include the development or review of Quality Assurance Management Plans (QAMPs) to ensure project data will be scientifically defensible as defined by KDHE division, bureau, and program QAMPs. Ensure data completeness and project compliance with QAMP standard operating procedures through field audits and the timely review of quality assurance/quality control (QA/QC) sample data. Compare QC data to defined limits of acceptable data and Implement corrective actions as needed to ensure sample QC.

Environmental Data Coordinator: Ensure that WRAPS project implementation and environmental monitoring data generated by the WRAPS program are obtained, organized, and stored in a manner consistent with data best management practices. Enter WRAPS project water quality data into EPA’s WQX system. In collaboration with internal and external partners develop and/or implement data best management practices and review policies to ensure data quality. Collaborate with WRAPS staff to ensure shared drive data storage naming conventions and organizational schemes are easily navigable, and that data are readily retrievable.

Qualifications

• Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State
• Preferred Qualifications:
• Four years’ experience in environmental, agricultural or natural sciences resources
• Six years’ experience environmental, agricultural or natural sciences resources
• Word, Excel, PowerPoint, Access
• Proofreading, editing, attention to detail
• Demonstrated leadership and teamwork skills
• Experience in water pollution control
• Knowledge of the principles of natural science related to environmental control or natural resources
• Knowledge of the complex and interrelated principles of watershed management, water quality
• Knowledge of water pollution biology, chemistry, and bacteriology of water and wastewater, and the t
• Knowledge of and ability to interpret and apply federal, state, and local environmental
• Excellent/well developed oral and written communication abilities
• Ability to exercise considerable independent judgment and apply advanced analytical thought
• One year of experience in a field of environmental/agricultural sciences or natural sciences/resource
• Minimum Qualifications:
• Four years of environmental, agricultural or natural sciences/resources.
