Job Description
The Alaska Energy Authority is seeking a Project Manager/Program Manager in Anchorage, AK. The role involves managing projects and programs within the Planning Department, providing support for funding opportunities under federal statutes, administering contracts, and ensuring compliance with grant programs. Responsibilities include project design, community engagement, reporting, and liaising with various stakeholders. The position requires coordination with internal staff and external partners on planning initiatives.
Position Purpose:
Responsible for the management and oversight of the Alaska Energy Authority’s (AEA) Planning Department’s projects and programs under the general guidance of the Department Manager and/or Director. Provides support and guidance to internal staff and external stakeholders on planning programs, including but not limited to, the development, administration, and oversight of AEA managed funding opportunities, such as grant and loan programs, and provides technical assistance in developing solicitation packages such as requests for solicitation, and development of evaluation criteria, and with specific reference for funding opportunities created under the federal statutes known as the Bipartisan Infrastructure Law / Infrastructure Investment and Jobs Act (BIL/IIJA) and the Inflation Reduction Act (IRA), as applicable to AEA. Identify, track, and coordinate federal and state project/program opportunities under these federal statutes.
Essential Functions:
§ Develop and manage planning projects/programs, in coordination with internal staff and external stakeholders, both public and private, as are designated and/or able to be managed/pursued by AEA as established under the BIL/IIJA and IRA. Project development and management includes but is not limited to project/program design; solicitation design; coordination of, and response to matters relating to community engagement; criteria and evaluation design; assignment of award; and related contract development.
§ Administer technical services contracts in support of fulfilling AEA’s obligations under BIL/IIJA and/or IRA programs. Administrative activities include issuing invitations for bids, reviewing and evaluation of bids, selecting contractors, preparing documents, negotiating and awarding contracts, monitoring and supervising contractors, preparing change orders, overseeing contract accounting, and evaluating contractor’s work.
§ Develop, prepare, and present status reports on projects, analyze conditions and recommend actions and policies to solve and prevent problems associated with the planning, construction, operations and maintenance of such projects.
§ Research, track, and act as the primary point of contact for new federal funding opportunities as they become available through federal agencies and state agencies, with a primary focus on those opportunities created under the BIL/IIJA and/or the IRA.
§ Manage and serve as point of contact for AEA-managed and pass-through awards reporting requirements ensuring satisfactory compliance federal award requirements. Liaise with AEA Grants department to ensure all awards are in full compliance.
§ Provide technical and/or other assistance concerning public outreach efforts, regarding such federal opportunities, in coordination with AEA’s Communications Director.
§ Provide assistance to the Director and the Planning Manager with intake, review, and due diligence efforts regarding applications to loan programs within the Planning Department.
§ Provide assistance to the Director and the Planning Manager in the ongoing, iterative development and administration of new, and existing, grant programs under the purview of the Planning Department, including but not limited to, review and editing of required documents for solicitation cycles; intake, review, and evaluation of applications; and responding to requests for project/program information.
§ Coordinate with AEA staff, rural community entities, federal and state agencies and the public on project and program-related topics.
§ Other duties as assigned.

Develop and manage planning projects and programs, administer technical service contracts, and manage and serve as a point of contact for pass-through awards.
Special Requirements of this Position, if not listed above:
§ Experience with public project/program/opportunity management; federal program experience is preferred.
§ Experience with reading and drafting technical documents.
§ Experience with multi-stakeholder coordination; including the management of diverse priorities such as tribal, local, state, and federal entities.
§ Ability to coordinate the evaluation/review and pursuit/handoff of public projects/programs/opportunities with internal and external stakeholders.
§ Demonstrated proficiency in written and oral communication, negotiating, use of computers, cross-cultural communications, holding public meetings and sustaining effective working relationships with the private and public sector, contractors, and government agencies.
§ Demonstrated proficiency with Microsoft Office suite of applications, including MS Outlook, MS Excel, MS Word, and MS PowerPoint.
§ Experience with problem solving and dispute resolution among diverse stakeholders.
§ Experience with technical writing, including the drafting of public-facing solicitation and/or bid documents for both pre and post solicitation.
§ Ability to travel to remote communities in Alaska as needed.
Desired Qualifications:
Bachelor’s degree in business, business administration, management, economics, project management, communications, or related field, and a minimum of five (5) years of experience in project/program management is preferred. Master’s degree in related field may be used as a substitute for two years of qualified experience. Project Management Professional (PMP) certification preferred.
Distinguishing Characteristics:
At the higher range 24, the positon requires:
• At least 10 years of qualified experience.
• PMP or other relevant certification.
• Manages more complex projects independently

Pay: $95,608.50 - $102,297.00 per year
