Job Description

The NYC Department of Environmental Protection is hiring a Project Manager Intern for the Asbestos Control Program in Queens, NY. The intern will review asbestos certification applications, provide technical interpretation of reports, and conduct office duties and field audits to ensure compliance with regulations. A relevant degree is required. This position is not remote and involves direct interaction with applicants and compliance enforcement.
The NYC Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting, and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP delivers more than 1.1 billion gallons per day of the highest quality drinking water to 8.5 million NYC residents and more than 1 million people in Upstate New York, and has a wastewater conveyance and treatment system capable of processing over 1.3 billion gallons of wastewater per day to protect the environment and the city’s surrounding waterways.

The Bureau of Environmental Compliance’s (BEC) mission is the enforcement of environmental laws and regulations, which affect the health and safety of the public and environment. Specifically, the bureau enforces the City’s Asbestos regulations as well as the Air and Noise Codes. The Bureau is comprised of the Division of Air & Noise Policy, Permitting and Enforcement and the Asbestos Control Program. These divisions respond to; air and noise code complaints; inspect and track asbestos removal projects; and foster the goals of environmental protection. Responsibilities also include certifying asbestos handlers, inspecting and issuing operating certificates to stationary combustion and industrial process sources, and implementing the requirements of the Clean Air Act.

The BEC seeks to hire one (1) Project Manager Intern for the Asbestos Control Program, located at our headquarters in Queens, NY. Under direction, the selected candidate will ensure proper certification of potential workers by conducting the review and processing of asbestos certification applications. The selected candidate will provide technical review and interpretation of asbestos survey reports, laboratory reports, design and construction documents, and other credentials to determine whether applicants are fit for certification. The selected candidate will contact applicants directly for clarification during the review process, provide customer service via phone call, email, USPS mail, etc., and conduct other office duties such as filing, making copies, payment processing, and record keeping. The applicant will conduct office and/or field audits to ensure compliance with Asbestos Rules and Regulations, when necessary. For these audits, the applicant will prepare inspection reports, interpret laboratory reports, review air sampling reports, issue violations, prepare case files, and provide testimony at OATH hearings.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; or
2. A master’s degree in architecture that is the first professional degree in architecture from an accredited college or university.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
