About the position

The Project Manager 2 for NY HELPS is responsible for overseeing various water quality improvement and resiliency projects associated with state and federal resources. This role involves developing project management plans, coordinating project activities, and ensuring that project objectives are met. The position requires interaction with stakeholders, management of project schedules, and the use of quality improvement tools to track project progress and expenditures.

Responsibilities
• Develop or use pre-existing project management plans and tools to coordinate project activities.

• Review project proposals to define scope statements and document project requirements.

• Determine project start and end dates and establish critical milestones.

• Record and report schedule progress and project expenditures.
,
• Compile project reports and communicate project status to stakeholders.
,
• Lead or facilitate project meetings and coordinate project team activities.

• Design and refine templates to support project management processes.
,
• Assist in conducting project analysis sessions and project close-outs.
,
• Oversee the development of requests for proposals (RFPs) and RFAs.
,
• Assist higher-level staff with complex projects and project management tasks.

Requirements
• A bachelor's degree and three years of professional experience in project management, including planning and at least three other management process groups.

• Experience in developing project management deliverables such as scope statements, schedules, budgets, and risk plans.

• Current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM) or as a Project Management Professional (PMP).

• Experience with all project management phases: origination, initiation, planning, execution, control, and closeout.

Nice-to-haves
• Experience utilizing MS Teams and Gantt charts or other project management tools.

• Strong public speaking skills and ability to address controversial topics in public settings.

• Familiarity with Federal, State, and Local Agencies involved in clean water programs.
