Fort Bend County seeks a Project Coordinator for Environmental Community Development to conduct environmental reviews for HUD-funded projects, ensuring compliance with NEPA and other regulations. Responsibilities include assessing impacts, coordinating with agencies, preparing Environmental Review Records, and tracking project deadlines. Candidates should have experience in project coordination, knowledge of NEPA regulations, and proficiency in Microsoft Office and GIS. A high school diploma and 5 years of relevant experience are required.

Job Summary: The HUD NEPA Environmental Project Coordinator is responsible for conducting comprehensive environmental reviews for HUD-funded projects to ensure compliance with the National Environmental Policy Act (NEPA) and other federal, state, and local environmental regulations. This role involves assessing potential environmental impacts, coordinating with various agencies, and preparing Environmental Review Records (ERR) for grant funded projects. Essential Duties and Responsibilities: Conducts initial project assessments to determine NEPA applicability and the level of review required. Coordinates with federal, state, and local agencies, including Indian tribes, the U.S. Army Corps of Engineers (USACE), FEMA, State Historic Preservation Officers (SHPO), and the Environmental Protection Agency (EPA). Ensures compliance with Section 106 of the National Historic Preservation Act, Executive Orders on floodplain management and wetlands protection, and other relevant regulations. Compiles and maintains comprehensive Environmental Review Records (ERR) for each project. Prepares and publishes Notices of Intent to Request Release of Funds (NOI-RROF) and Findings of No Significant Impact (FONSI). Document all consultation efforts and public comments. Reviews project proposals and plans to identify potential environmental impacts. Coordinate with project coordinators, engineers, cities, and staff. Tracks progress and deadlines of environmental reviews. Maintains accurate and timely environmental review records. Communicates environmental compliance updates during team meetings. Other duties as assigned Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers. Minimum Job Requirements: High School Diploma/GED with some college. College degree preferred. 5 years job experience in project and program coordination. Knowledge of NEPA regulations, HUD environmental review requirements, and other pertinent environmental laws. Proficiency with Microsoft Office Suite and experience with environmental review software, particularly HEROS. Excellent organizational ability, suited for both independent and collaborative work. GIS mapping and ArcGIS proficiency; Familiar with review and analysis of census data, maps, and drawings. Self-starter with the desire and willingness to take the lead on a task. Strong computer and organizational skills; ability to complete assigned projects in a timely manner. Verbal and written communication skills; interpersonal skills and ability to deal effectively with the public and other employees. STARTING SALARY RANGE: $25.21 - $31.52 hourly based on qualifications CLOSING DATE: Upon filling position All full-time and part-time employees are members of the Texas County District Retirement System (TCDRS).
