Job Description

CORE Community Organized Relief Effort is seeking a Program Manager for Climate Resilience and Disaster Preparedness in Los Angeles, CA. This grant-funded role involves planning, implementing, and evaluating climate resilience programs, managing budgets, supervising staff, and ensuring compliance with grant guidelines. The position requires collaboration with various partners and may involve travel across California for emergency operations. A bachelor's degree and relevant experience in program management are required.
This is a grant-funded position. The Program Manager is responsible for leading the planning, implementation, and evaluation of CORE’s climate resilience and disaster preparedness programming. The Program Manager will work with CORE senior management to refine the strategy and implement grant objectives. The Program Manager will develop and monitor program budget, supervise staff and CERC (CA Emergency Response Corp/Americorp) Fellows and deliver program reports to CORE senior management, funders, and other entities.

Resposnibilities:
• Manage multiple grant programs and collaborate with various organizational departments and community based partners
• Manage program fiscal budgets in conjunction with leadership and ensure financial compliance
• Maintain compliance with grant guidelines, local, state, and federal laws, and organizational policies
• Identify growth opportunities and create strategic plans to achieve program objectives
• Foster collaborative relationships with internal staff and external agencies
• Collect, organize, and evaluate data for program performance assessment
• Implement and evaluate data collection, management, and quality control procedures
• Analyze data trends and present findings and recommendations to senior leadership
• Assist in identification, research, and development of grant opportunities to expand departmental portfolio
• Represent the organization at selected community events
• Be prepared to deploy as needed to assist with emergency operations across California, contributing to on-the-ground efforts in disaster response and recovery.
• Other duties as assigned

Scope and Travel:
• Reports to CA Climate Resilience Area Manager
• Supports the oversight of department staff and AmeriCorps Fellows
• Will need to drive locally and throughout LA County
• May need to travel to support emergency operations in the U.S., per the discretion of California Program’s senior leadership
• Will travel across the State of California to meet with sub-grantees, current and potential partners, and funders

Qualifications:
• Bachelor's degree in emergency management, public administration, or a related field (graduate level studies or degree preferred)
• Knowledge of disaster and climate hazard risks specific to the state of California
• Relevant certifications such as CPR, CERT (Community Emergency Response Team), (CEM) Certified Emergency Manager or (PMP) Project Management Professional (PMP) are preferred
• Minimum 3-4 years in the field of environmental sciences, climate action/resilience, sustainability or community outreach and climate engagement/programs
• Minimum 2 years managing programs with direct supervisory experience
• Proficiency in a second “threshold” language such as Spanish, Chinese (Mandarin and/or Cantonese) or Tagalog to communicate effectively with diverse communities across California

Experience:
• Minimum of 3 years' experience in program management within the nonprofit or public sector.
• Proven experience in strategic planning and budget design and management.
• Familiarity with grant management and compliance with local, state, and federal funding regulations.
• Excellent collaboration skills, with experience in building and maintaining relationships with a wide range of stakeholders.
• Strong data management and analysis skills.
• Strong communication and public speaking skills
• Knowledge of LA County/City public and or California-basedCommunity Based Organizations, including Emergency Management Departments, Public Works, Conservation and Parkland Districts

Skills and Competencies:
• Ability to work independently and as part of a team
• Strong project management, leadership, and organizational skills
• High level skills in MS Excel isa must
• Proficient in other MS Office suite programs
• Excellent written and verbal communication skills
• Knowledge in Esri GiS Suite a plus
• Work proactively with little supervision
• Flexible and adaptive to a frequently changing environment
• Close attention to detail and a high level of accuracy
• Bilingual in English and another language is a plus

In accordance with CA law, the expected pay range for this CA position is posted with this position. The actual compensation will be determined based on experience and other factors permitted by law.
