Position Summary & Responsibilities

Position Summary:

The position (K0231130)

Performs as a unit manager and supervisor to plan, coordinate and oversee the execution of the statewide Superfund, Natural Resource Damage Assessment & Restoration, and Spill Response Programs in the Superfund and Natural Resources Unit. Reviews and evaluates geologic and hydrogeologic descriptions, interpretations and proposals for completeness and technical accuracy for relatively complex sites. Oversees the preparation of technical projects, designs, plans, estimates, calculations, inspections, enforcement, budgets, and schedules. This includes but is not limited to, program development guidance, public relations, policy development, technical oversight, tracking of various program elements, dissemination of public information to the public, ranking of priorities, program updates, project tracking, staff assignments, and budgeting. Assists the Section Chief in administration of the programs. Develops and implements policies, rules, and regulations for compliance with environmental standards.Prepares budgets from several funding sources and reviews all expenditures of program funds.Drafts, maintains, and manages federal grant applications.Responsible for assuring consistency, QA/QC, fairness, and follows all agency/bureau/section guidelines and policies for all program elements. Responsible for setting and tracking deadlines for document review of sites to staff as defined by the Section Chief. (Program Supervision)

Job Responsibilities may include but are not limited to the following:

Direct supervision and coordination of staff in the Superfund and Natural Resources Unit as assigned by the Section Chief. This includes making work assignments, setting performance standards, conducting personnel evaluations, setting staff priorities, providing performance feedback to staff, rewarding staff performance appropriately, supporting career development, communicating effectively, stimulating productivity and providing a creative working environment.Follows all appropriate federal, state, and agency guidance, policies, regulations and statutes to accomplish the goals and objectives of the Section. (Personnel Supervision)

Prepares, reviews, and/or evaluates technical work plans, sampling programs, proposals and reports associated with contamination characterization and remedial actions at sites throughout Kansas for completeness, accuracy and technical adequacy. Provide technical expertise and guidance to subordinate employees (geologists, scientists, and technicians), the public, and other concerned persons regarding the techniques, technologies and activities of the Department regarding remediation and investigation at contaminated sites. Develops and/or reviews field sampling plans, quality assurance project plans for the assessment and investigation of environmentally contaminated sites. This instruction may be through formal training sessions or informally through correspondence or personal contact. Represent the Department at public hearings and other forums to present information regarding specific site activities. Develops and prepares background information for presentation and coordinates the information within legal agreements with responsible parties, KDHE attorneys, and responsible parties' attorneys for specific sites. Qualifications
• Education:
• Bachelor's degree
• Licensing & Certification:
• Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
• Professional Geologist - Incumbent is required to maintain a professional geology license while in this position.
• Minimum Qualifications:
• Geology, Hydrogeology or other degree recognized by the Kansas State Board of Technical Professional
• Professional Geologist License with the State of Kansas, active and in good standings.
• Preferred Qualifications:
• Word, Excel, PowerPoint, Access
• Proofreading, editing, attention to detail
• Knowledge of volatile organic compounds, metals and inorganic contamination
• Geology classes or experience
• Experience in collection and interpretation of air samples for laboratory analysis
• Experience in preparing and/or reviewing soil and groundwater assessment and remediation reports
• Experience in project management of environmental assessment and remediation projects
• Post-Offer, Pre-employment Requirements:
• Within 6 months of hire, must pass a physical which certifies the individual can work in the necessary protective gear.
