Job Description
The State of Missouri is seeking a Procurement Supervisor in Jefferson City, MO. This senior-level position involves managing the competitive procurement process for state agencies, advising on methods, training staff, and ensuring compliance with regulations. Candidates should have a Bachelor's degree and 5-7 years of relevant government procurement experience. Strong knowledge of state purchasing laws and the ability to work independently are essential.

This is a senior-level professional position accountable for managing and overseeing the competitive procurement process on behalf of state agencies. At this level, employees give advice on procurement methods including, but not limited to: identifying and prioritizing needs, assessing the impact of procurement decisions, and developing strategies to mitigate risk. Employees are also accountable for recommending state policies and guidelines, training state agency staff, and reviewing state procurements for compliance with statutes, administrative rules, and policies.
What you'll do:
• Procure a wide variety of procurements for commodities, services, and/or information technology projects, many of which are highly technical and require complex procurement standards and procedures such as negotiation, including conducting evaluations of bids received and leading evaluation teams of subject matter experts as needed.
• Determine which method of procurement process is appropriate to initiate and manage each specific procurement's circumstances.
• Prepare detailed solicitation documents to solicit proposals from responsible vendors.
• Conduct pre-proposal conferences.
• Potentially train and supervise team of buyers by providing assistance and guidance in solving complex procurement problems, interpreting purchasing rules and procedures, and approving their bid documents.
• Advise and train user agency staff regarding state statutes, regulations, and procedures for the procurement of commodities, IT, and/or services.
• Receive general supervision from leadership; however, individual is expected to perform duties with considerable independence.
All you need for success:
Minimum Qualifications
• Bachelor's degree required. (Substitution on the bachelor's degree may be allowed if combined education and experience total 4 or more years of relevant procurement experience and college education)
• Desirable for the candidate to have 5-7 years of relevant government procurement experience in addition to a Bachelor's degree.
Preferred Knowledge, Skills, and Abilities
• Comprehensive knowledge of state statutes and procedures of state government purchasing, specifically State of Missouri laws.
• Ability to obtain and evaluate competitive bids.
• Ability to secure, interpret, and analyze technical data, and to exercise sound judgment in arriving at conclusions.
• Ability to work independently in assessing and managing priorities.
• Effective written and oral communication
• Ability to analyze facts, apply identified parameters, and draw conclusions.
• Self-starter who takes ownership of responsibilities.
• Organized and detail oriented.
• Adaptable to change, deadlines, and working with teams.
• Ability to establish and maintain effective working relationships with co-workers, agency staff, and vendors
• Experience with computers, desktop applications including Microsoft Office products.
• Knowledge of SAMII, MissouriBUYS and SharePoint are preferred.
