Southern Company is hiring a Principal Rate Analyst in Gulfport, MS, responsible for designing and implementing electric rates and adjustment clauses for Mississippi Power. The role involves supervising two analysts, conducting revenue forecasts, and supporting regulatory proceedings. Candidates should have a relevant bachelor's degree, preferably 5 years of utility experience, and strong analytical skills. Knowledge of rate design and regulatory procedures is essential.
Rate Analyst

JOB SUMMARY

This position is accountable for the design, development, and implementation of electric rates and adjustment clauses for Mississippi Power and the support of other departments related to rates and pricing. This position supervises two rate analyst positions.

JOB REQUIREMENTS
• A bachelor’s degree in a technical field (e.g., engineering, mathematics, computer science) or a business-related field (e.g., accounting, finance, economics) and preferably 5 years experience in the utility industry. An advanced degree or additional studies in finance, economics, business or related areas is desirable.
• Working knowledge of electric rate design and cost-causation principles for regulated electric service.
• Sound knowledge of quantitative methods and application of PC computer programs, to design appropriate rates and assess the revenue impacts of various programs and strategies. Experience working with large MS Excel spreadsheets, and CSS/C2M is highly desirable.
• An understanding of the rules and regulations for regulated electric service, rate case and regulatory procedures and filing requirements to properly implement and administer rates.
• Analytical problem-solving skills to effectively balance multiple objectives and constraints.
• Quantitative skills to adequately perform traditional and innovative rate design and cost-benefit and profitability analysis.
• Sound analytical judgment, logical reasoning skills and effective communication skills to prepare and present supporting data concerning pricing and rate design issues for customers, Company management and regulatory staff.
• Time management and organizational skills to complete tasks that are subject to regulatory time constraints.

JOB RESPONSIBILITIES
• Retail and Wholesale Base rate Design
• Revenue Forecast development and support
• Support and Analysis for Rates and Regulatory issues
• Base Rate Design: This position is responsible for designing base rates, supporting and advancing Retail and Wholesale pricing, as well as supporting the regulatory proceedings and rate filings to obtain Mississippi PSC/FERC approval as a subject matter expert and potential witness.
• Revenue Forecast: This supervises the team that works with Financial Analysis and SCS Forecasting to develop and produce the MPC Revenue Forecast for Retail and Wholesale rates. This process involves using existing pricing and rates tools and data to take a set of forecasted load information and convert that to a forecast of revenue for the entire customer population. This position is also responsible for the ongoing development and improvement of forecasting methods and tools used.
• New Rate Design and Evaluation: This position works on a team to develop and evaluate innovative pricing and rates approaches to support the long-term pricing and business goals of MPC and evaluates their applicability and impacts to MPC, its customers, and other stakeholders.
• Supervises the team to provide analysis for rates and adjustment clause projects, provides rate and revenue-related inputs to the cost-of-service study and other data necessary to maintain internal and external Company rate and regulatory records.
• Develops a working knowledge of other functional areas such as system planning, accounting, marketing, and energy sales & efficiency to achieve thorough understanding of the total pricing function.
• Support Customer Care Center by researching rate and billing issues to address customer billing questions.
• Analyzes data to maintain an understanding of the customer requirements and the impact of rate structures on customer kW and kWh usage patterns.
• Develops expertise in the use of the various computer models, programs and databases used in performing rate studies and analysis. Assists in the development, revision and testing of these rate tools (GridX, C2M, SAS, MS Excel).
• Lead or participate in interdepartmental teams or special projects in support of MPC goals and objectives.
