Job Description
Atlanta Housing is seeking a Policy Analyst to support data collection, quality control, and performance analysis within the Office of Strategy, Policy, and Regulatory Affairs. The role involves collaborating with various stakeholders to enhance data analytics and reporting, conducting root-cause analyses, and producing research on affordable housing policies. Candidates should have a Master's degree and experience in data analysis, with proficiency in Power BI and SQL.

Target Salary Range: $70,600 - $88,300
Position Summary:
This position will assist in the collection, quality control, and representation of Atlanta Housing’s enterprise-wide operational and strategic performance data. This includes working with business owners, executive management, and IT teams to measure, resolve, compile, and prepare the effective movement, quality, transformation and enrichment of AHA data. Applies proven communication, analytical, and problem-solving skills to fully support the enterprise in leveraging its data assets for high quality analytics, solutions, and reports. Prepares data sets and operational analyses to identify, quantify, and determine root-cause of data quality issues. Collaborates with and assists the Manager of Strategic Analytics and Research to produce research and recommendations on a wide range of affordable housing industry best practices, Atlanta Housing policies, and other relevant topics to inform the strategy and practices of Atlanta Housing.
Essential Duties and Responsibilities:
• Consumes, analyzes, and interprets information on the organization and its operations through the lens of the housing authority’s regulatory environment and Atlanta Housing’s Strategic Plan.
• Synthesizes complex and diverse information for root-cause analysis by collecting and researching data.
• Performs data analysis to evaluate and inform business and data requirements.
• Displays information and analysis on KPIs and other operational data in Power BI Dashboards; writes reports, memos, and other documents which analyze data in regulatory, policy, and strategic context.
• Identifies new sources of data and methods to improve data collection, analysis, and reporting.
• Provides support to the agency and individual teams with regards to data availability for reporting, researching data anomalies and/or inquiries.
• Collects customer requirements, determines technical issues, and designs reports to meet data analysis needs.
• Performs all other related duties as assigned.
Knowledge, Skills and Abilities:
This position will require a highly resourceful individual with strong critical thinking skills, integrity, and a willingness to put compliance and the Agency’s interest to achieve optimum performance above all else; displays independent decision-making and judgment. Applicant displays both technical capabilities with data analysis, but additionally has excellent verbal and written communications skills; demonstrates an ability to think systematically and creatively. Demonstrates strong interpersonal communication and internal stakeholder engagement skills, with an exemplary ability to manage expectations and consider competing interests. Ability to work collaboratively with users, developers, team leads, managers, and directors across the organization, requiring minimal direction and oversight.
Education and Experience:
Master’s degree in public policy analysis, public administration, business, or related fields and one year of experience in data analysis; or bachelor’s degree with at least 3 years of experience working in data analysis. Proficiency in Power BI, SQL databases, Microsoft Excel, and SharePoint is required. Background in mixed-method quantitative and qualitative analysis and research is required. Proficiency in ESRI ArcGIS (or other mapping software) and experience in spatial analysis is preferred.
Working Conditions:
Generally, works in an office environment. Must be able to sit and stand for long periods of time. Must be able to work in a deadline-focused and fast-paced environment. May be required to have a valid State of Georgia driver’s license and be fully insurable for the purpose of obtaining clearance on company “Authorized Driver’s List.” Occasional overtime as required to meet workload demands.
