The State of Hawai'i is hiring a Planning Program Administrator I for the Department of Business, Economic Development & Tourism on Oahu. This role involves overseeing the Land Use Division, drafting legislation, collaborating on land use priorities, and supervising staff. Candidates should have six years of planning experience, including two years in a supervisory role. The position is exempt and temporary, with a salary based on education and experience.

The State Recruiting Office will refer all inquiries regarding this exempt position to the Department of Business Economic Development & Tourism, Office of Planning and Sustainable Development.

The Office of Planning and Sustainable Development (OPSD) is seeking qualified applicants for the Planning Program Administrator I position. This position administers the Land Use Division, which involves overseeing the Transit-Oriented Development Branch and representing the State’s interests during State Land Use Commission hearings. The position involves drafting and monitoring legislation and testimony, collaborating with State and County partners on state land use priorities, implementing the planning component of land use and housing projects, and supervising staff. OPSD is looking for an enthusiastic working supervisor with good communication skills. This position is being hired as an exempt position with the option to convert to a civil service position within one year. Please consider joining a team that's eager to make positive change happen!
• Knowledge - Principles and practices of administration; purposes, principles, practices of public and/or private planning: sources of planning information: governmental organization and functions; research and statistical methods and techniques; and public relations.
• Skills/Abilities - Administer a program of public planning; apply laws and ordinance relating to planning, zoning, land subdivision, etc.: interpret pertinent laws, rules and regulations: review reports and recommendations for compliance with sound planning and zoning principles: promote comprehensive plans and recommendations; speak effectively with groups and individuals and express ideas clearly and concisely both orally and in writing; initiate and maintain effective relationships with others; conduct budgetary, personnel, fiscal control and other related functions.
• Experience & Education - Six years of technical planning experience in physical planning, planning research, zoning or other related work of which two years shall have been in a supervisory capacity, and graduation from college or university of recognized standing.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
