Job Description
The County of Maui is hiring a Planner V (SR-24) for the Department of Planning in Wailuku, HI. The role involves independently conducting community planning projects, performing studies, developing plans, supervising data collection, and reviewing zoning applications. Candidates should have a relevant bachelor's degree and experience in planning or related fields. The position requires interaction with public and private groups and officials.

IMPORTANT: SR-24 (Appointment may be made at any rate within the salary range from $5,918, SR-24-D, to $8,101, SR-24-L, per month at which appropriate qualified applicants can be recruited).
Independently performs responsible professional planning work in the development, design and conduct of community planning projects; and performs other related duties as assigned.
Distinguishing Characteristics:
This class differs from that of the Planner IV in that the Planner V independently performs the full range of responsible professional planning work in the development, design, and conduct of community planning projects; whereas the Planner IV assists higher level planners in the development and design of community planning projects.The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
• Conducts studies and surveys, and develops and prepares special and general plans for assigned areas (island of Molokai and Lanai).
• Participates in the conduct of surveys and studies and development and preparation of specific and general plans for other areas in the County (island of Maui).
• Supervises and participates in the collection of data and preparation of maps, charts and other presentations.
• Meets with private and public groups and officials and makes presentations of planning studies, recommendations and plans.
• Participates in other phases of the planning program such as Capital Improvement, Zoning, Urban Renewal, etc.
• Reviews subdivision plans for conformance to zoning and master plan ordinances and approves or disapproves applications.
• Reviews and prepares proposals for short and long term capital improvement programs, including cost estimates and priorities.
• Reviews zoning and subdivision ordinances and prepares recommendations for amendments to meet changing physical and socioeconomic conditions.
• Supervises zoning inspections.
• Represents the Planning Director at meetings and conferences with private and public groups and officials.
This is an amendment to the specification for the class, PLANNER V, approved as PLANNER II on August 7, 1968, and retitled as PLANNER V on September 18, 1968, amended September 21, 1992, amended June 1, 1997, amended July 16, 2006, amended August 3, 2012, effective August 8, 2013.
APPROVED: August 15, 2013Training and Experience: as applicable for specific specializations:
• Zoning Enforcement and Administration Specialist: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in urban or regional planning, architecture, landscape architecture, civil engineering, geography, economics, sociology, public administration, or a related field; and three and a half (3 1/2) years of research or analytical experience involving compilation, examination, analysis and interpretation of statistical and other data, two (2) of which shall have consisted of experience involving the review and processing of complex plans and specifications of development projects for compliance with the provisions of zoning, subdivision, and land use laws, rules, codes, ordinances and regulations.
• Cultural Resource Specialist: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in urban or regional planning, architecture, Hawaiian studies, archeology, history, anthropology or a related field; and three and a half (3 ½) years of research or analytical experience involving the compilation, examination, analysis and interpretation of statistical and other data, two (2) of which shall have consisted of experience involving cultural resource management, historic preservation, Hawaiian or pacific island studies and history.
• General Plan Specialist: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in urban or regional planning, architecture, landscape architecture, civil engineering, geography, economics, sociology, public administration, or a related field; and three and a half (3 ½) years of research or analytical experience involving the compilation, examination, analysis and interpretation of statistical and other data, two (2) of which shall have consisted of experience involving community planning.
Substitutions Allowed:
• In addition to meeting the minimum educational requirement, applicants with a bachelor's degree in urban or regional planning from an accredited college or university shall be given credit for one-half year of the required research or analytical experience in social, economic or community development/planning experience.
• A master's degree from an accredited college or university in architecture, civil engineering, ecology, sociology, economics, business or public administration, or a related field with emphasis in the application of research and analytical methods and techniques from an accredited college or university is qualifying for one and one-half (1 1/2) years of the required research or analytical experience in social, economic or community development/planning experience.
• A master's degree from an accredited college or university in urban and regional planning may be substituted for two (2) years of the required research or analytical experience in social, economic or community development/planning experience.
License Requirement: Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii, Type 3) may be required for specific positions.
Knowledge of: purposes, principles and practices of public planning; research methods and techniques, statistics; sources of socioeconomic and land use information; governmental organization and functions; trends in federal, state and local planning; report writing; public relations.
Ability to: plan, organize and conduct planning projects; analyze facts and develop sound conclusions, recommendations and plans in conformance with applicable laws and regulations, socioeconomic trends and the public interest; apply statistical concepts and measures; speak effectively; prepare comprehensive reports; maintain effective relationships with others.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
