The City and County of San Francisco seeks a Planner III Environmental Project Manager for the Environmental Management Group (EMG) within the SFPUC. About the Environmental Management Group

The Environmental Management Group (EMG), within the Infrastructure Division of the San Francisco Public Utilities Commission (SFPUC), is responsible for performing environmental review and obtaining approvals required by the California Environmental Quality Act (CEQA) (with the San Francisco Planning Department as the CEQA lead agency) and the National Environmental Policy Act (NEPA) (with federal agencies as the NEPA lead agency); resource agency permitting; and environmental construction compliance for the SFPUC Water, Power, and Sewer capital projects.

About the Position

Under the direction of the Environmental Management Group (EMG) Manager, this position will primarily be responsible for acquiring environmental permits and/or implementing environmental requirements during construction in support of Infrastructure Division projects. We manage a variety of infrastructure projects that extend from San Francisco up to O’Shaughnessy Dam in Yosemite National Park.

The essential duties of this position include but are not limited to the following:
• Develops, or directs consultant development of, permit applications and technical documents in support of acquiring resource agency permits (e.g., the United States Army Corps of Engineers, U.S. Fish and Wildlife Service, National Marine Fisheries Service, State Historic Preservation Officer, Regional Water Quality Control Board, California Department of Fish and Wildlife, Bay Conservation and Development Commission, California Coastal Commission) and/or in support of complying with local agency environmental regulations during construction.
• Reviews technical sections of environmental review documents and assists in the development and/or implementation of mitigation measures, ensuring consistency within and across projects.
• Solicits, negotiates, and administers consultant task orders, including development and management of scope, budget, schedule, and review of deliverables.
• Negotiates and problems solve project challenges through collaboration with multi-disciplinary teams, resource agency staff, or local agency environmental staff to advance decision making during permitting and/or construction compliance.
• Provides clear, well thought out, oral and written communication to project teams and agency staff.
• Performs, and/or manages consultants performing, environmental-related activities during permitting and/or construction compliance, such as wildlife and wetland delineation surveys, noise monitoring, dust control monitoring, stormwater inspections, site inspections, and preparing technical reports.
• Coordinates with SFPUC staff and construction management teams to integrate environmental requirements during construction, such as providing environmental training and tracking implementation.
• Participates in field visits to project sites for environmental surveys and meetings.
• Performs other related duties as required.
