CARE USA is seeking a Program Manager - SRH Specialist for its Cox's Bazar, Bangladesh office. The role involves leading sexual and reproductive health programming, project management, resource mobilization, and collaboration with emergency response teams. The specialist will ensure integration of SRH with gender-based violence (GBV) services, develop operational guidelines, and maintain program quality. Candidates should have a relevant degree and 3-5 years of humanitarian aid experience.

Sexual Reproductive Health (SRH) Specialist position will lead the strengthening of sexual and reproductive health (SRH) programming as part of the Cox’s Bazaar response for CARE Bangladesh. S/he will lead or support assessments, strategy development, project design, resource mobilization, project management and implementation, development of monitoring and evaluation systems by contributing to proposal development, training, and liaising with donors and interagency coordination groups such as the health cluster, RH working group, and GBV working group. Collaborate and coordinate closely with all other members of the emergency response team and link development with emergency response activities, particularly integration with GBV programming of CARE Bangladesh and beyond. Ensure Global Health Cluster guidelines and tools and CARE Emergency Toolkit (CET), SPHERE Manual, and the IAWG Interagency Field Manual for RH in Humanitarian Situations serve as basis for SRH programming.

Aligned with 3rd phase strategies of sexual and reproductive health (SRH) sectors, s/he will ensure effective and meaningful integration of SRH with GBV sectors through identifying gaps and missed opportunities, developing operational guidelines, building the capacity of staff members, measuring and documenting successes as well as lessons learned. S/he will also ensure program quality by devising quality management tools for the SRH-GBV integrated services at all levels, particularly SRH outreach services model of CARE Bangladesh and referrals.

The incumbent will focus on inclusion of SRH services as outlined by respective clusters, interagency, UNNPA, UNICEF and WHO approved standards that aligned with CARE’s policies. Work closely with the relevant ministries and agencies of Government of Bangladesh (GoB) as well as all other members of the emergency response team and link development with emergency response activities.

Responsibilities:
• Effective & meaningful integration of SRH with GBV at all level,especially SRH-GBV outreach service
• Project development and fund raising to reach and continue the expected SRH service coverages
• Ensure program quality and standards
• Monitoring, documentation, reporting and expenditure tracking for ensuring burn rate as per plan
• Coordination and building working relation with donor agencies, Emergency response sectors

Qualifications:
• MPH, nursing or medical degree, or related degree with emphasis on reproductive health
• 3 – 5 years humanitarian aid experience.
• SRH technical expertise
• MPH, nursing or medical degree, or related degree with emphasis on reproductive health
• Previous experience in medium-large scale emergencies (1 year minimum or frequent short term deployments)
• Capacity to develop, implement and analyze health assessments, develop and implement work-plans in emergency settings
• Experience in budget management
• Skills in training, monitoring and evaluation of health interventions
• Strong writing skills and report writing
• Knowledge and skills: knowledge of CARE policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct. Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills
• Strong knowledge of MISP and implementation requirements and must have completed one of the following- MISP Distance Learning Model, http://iawg.net/minimum-initial-service-package/
• Participated in MISP Training led by SPRINT, UNFPA or some other well recognized group
