Job Description
Baltimore County is seeking a Natural Resource Specialist II for the Environmental Impact Review Section in Towson, MD. This full-time position (35 hours/week) involves enforcing environmental laws, reviewing complex land development plans, conducting field surveys, and recommending improvements for natural resource protection. Applicants must have a bachelor’s degree in a relevant field and two years of professional experience. The role may include project management and supervision of staff. Pay Schedule I, Grade 30, Regular Schedule: 35 hours per week

Under general supervision, performs professional environmental planning and resources management by enforcing laws and regulations pertaining to the protection of natural resources.
• May act as a project manager.
• Reviews and approves land development plans and permits of difficult complexity for compliance with County laws and regulations regarding the protection of natural resources, including watercourses, wetlands, water pollution, aquatic habitats, rare and endangered species, agriculture, forests, and wildlife habitats.
• Reviews and comments upon state and federal permits.
• Conducts field surveys and mapping of watercourses, wetlands, forests, and wildlife habitats.
• Investigates and recommends corrective or mitigating actions for degraded streams and wetlands.
• Recommends measures for forestry and wildlife improvements.
Examples of Other Duties
• Represents the department before community groups and serves as the department's representative on intra-county, community, or other committees.
• Assists other professionals in technical studies, research and preparation of reports.
• May supervise subordinate professionals and other personnel.
• Performs other related duties as required.

Graduation from an accredited college or university with a bachelor's degree in environmental, regional, urban or city planning, or in a natural resource, environmental or a biological science.
Plus
Two years' professional experience in a planning, science or related field.
Additional education in one of the areas listed may be substituted for the required experience on a year for year basis.
Preferred Qualifications
• Expert knowledge of environmental laws and associated regulations related to protection of streams, wetlands, and forests.
• Maryland DNR Forest Conservation Qualified Professional.
• Expert knowledge of the Chesapeake Bay Critical Area regulations, including growth allocation process, comprehensive program reviews, and grant management.
• Ability to read and interpret environmental information shown on development site plans as it relates to environmental laws and regulations.
• Ability to delineate or verify delineations of wetlands, watercourses, buffers, and forests.
• Experience negotiating and solving complex environmental protection design issues, including working with stakeholders, lawyers, politicians, and community groups.
• Experience with Baltimore County’s development review process.
Licenses and Certificates
Possession of a valid non-commercial class C Maryland Driver's license or an equivalent is required at the time of appointment.

EXAMINATION PROCEDURE
Qualified applicants will be assigned a rating based on an evaluation of their training and experience as submitted on their applications and supplemental questions. Physical and Environmental Conditions
The work of these positions requires some physical activity such as walking, bending, stooping, and carrying of moderately heavy objects. Field investigations may involve exposure to inclement weather.

Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
