Job Description

The National Environmental Health Coordinator at the International Rescue Committee in Ethiopia will provide leadership and technical support for the Environmental Health program. Responsibilities include program development, monitoring and evaluation, and overseeing staff. The position is based in Addis Ababa, requiring 50% travel to field sites for program assistance and evaluation. Salary ranges from ETB 151,968 to 193,956 per year, plus allowances.

Salary: ETB 151,968.00 – 193,956.00/year plus 10% of transportation allowance and 15% of PF contribution from IRC, and it will be based on the candidate qualification and earning history.

Scope:
The EH Coordinator (national) together with the EH Coordinator (expat) provides leadership, strategic vision and technical support to all aspects of the EH program. The coordinator will also oversee the proper management of the programs, grants, human resources under the EH sector. He/She will be responsible to ensure program quality, completion of activities within the project period, and identifying new areas for program expansion and improvement.

Key responsibilities include: EH project technical support and management, practical monitoring and evaluation, effective operational processes between EH and Logistics, HR and Finance teams and overall leadership of the EH sector. Additionally the EH Coordinator (national) will provide technical support to other sectors on construction related activities.

This position reports to the EH Coordinator (expat) and manages the following staff; Asst EH Coordinator, EH manager (camps), Hygiene and Sanitation Specialist. The position is based in Addis Ababa with 50% travel to the field sites for assistance, support, monitoring and evaluation of program activities.

Major/key responsibilities:

EH Program Development, Technical Support and Management
- Prepare technical descriptions with budget for implementation of water, sanitation & hygiene activities in new proposals.
- Review all technical designs, including electromechanical equipment specifications.
- Monitor & ensure that the construction of all water supply systems, sanitation facilities and hygiene promotion activities meet the anticipated quality & standard.
- Ensure that monthly field reports are reviewed by the EH technical team in Addis, and comments forwarded to field staff.
- Provide technical support and supervision to EH staff or IRC’s implementing partners.

Monitoring and Evaluation
- Ensure that quantitative and qualitative assessments are planned, TA reviewed, analyzed and reported
- Ensure that the detailed activity and budget plans for EH activities under each project are prepared, and monitor progress against plans ensuring that objectives and indicators are achieved, in collaboration with the programs team.
- Review all monthly reports prepared by the field staff and provide appropriate feedback to the concerned staff.
- Assist on regular reports as required for the respective donors and for IRC New York EH unit.
- Conduct regular project review meetings with field based staff to assess the level of achievement of project targets for the various EH grants.
- Visit all program sites regularly and provide on-site mentoring to the EH staff in the field.
- Work closely with the programs unit- M&E focal person to design Performance Management Plans, data collection tools, and a data base to track project progress and program quality.
- Monitor the involvement of beneficiaries in program design, implementation, monitoring, and evaluation of EH projects.

Operation and EH (HR, Logistics and Finance)
- Initiate recruitment, training and orientation for all EH positions when required.
- Ensure that job descriptions are prepared in line with activity descriptions in project proposals
- Ensure EH participation on CV review and interview for new EH staff
- Ensure annual objectives are set and reviewed for EH staff, in line with the performance management manual and in collaboration with the human resources department
- Identify training needs and ensure that members of the Environmental Health team receive appropriate training (including mentoring, on-the-job sessions as well as formal trainings).
- Ensure that high priority procurements are monitored and prioritized by the logistics team
- Ensure that EH tenders are prepared in accordance with IRC's logistics requirements
- Ensure that monthly BvAs are analyzed and acted upon by EH managers
- Ensure that budgets are spent according to plan and as per contractual agreements with respective donors.
- Ensure that program spending is in line with original plan and burn rate goes in line with the activity implementation progress.
- Work with finance to undertake budget recoding as required.

EH sector leadership and coordination
- Contribute to regular development and implementation of the EH sector strategy in line with national policy
- Build links with WASH stakeholders to share knowledge, experience and ideas
- Represent IRC to local communities, government departments, international agencies, local partners and donors as required.
- Attend relevant meetings and prepare meeting notes as required and share these with all concerned.
- Represent IRC in EH forums and other coordination meetings. Maintain contact with all relevant government, NGO and other partner organizations at Addis level but also in specific project sites as required.
- Ensure regular communication with EH Unit technical staff for feedback, updates and guidance as required.
- Assist in organizing donor site visits by supporting field staff in the smooth design and implementation of agendas and visit activities.
- Solicit support from the IRC NY Technical Unit and other technical units in order to strengthen the IRC-Ethiopia Environmental Health program.

Technical support to other Sectors
- Support non-EH sectors to design and implement technical activities, such as construction of buildings, latrines, rainwater harvesting systems etc (on ad-hoc basis, as required)
