The NEPA Specialist II plays a key role on the Environmental Team within the Infrastructure and Environment (I&E) Vertical at Chloeta supporting resource management and conservation initiatives for client environmental consulting needs. Candidates must be able to contribute to a high performing team in completing National Environmental Protection Act (NEPA) and other environmental related compliance duties.

Travel: Occasional overnight travel, up to 25% of the time, for site visits, client meetings, or stakeholder engagement.
Compensation:
This pay band reflects Chloeta’s good faith estimate of the range it expects to offer;
Chloeta reserves the right to alter this range if business circumstances change.
$71,175.01 - $83,450.01 annually

Duties/Responsibilities
• Serve as Project Task Leader for NEPA compliance, permitting and document creation or revision.
• Maintain expertise in NEPA, including tracking regulatory changes and agency best practices.
• Coordinate with local/state/federal agencies, tribes, and the public in helping clients meet compliance requirements and develop strategies for resource management and conservation.
• Analyze data and prepare environmental technical reports such as community impact assessments, Biological Assessments (BA) and Integrated Natural Resource Management Plans (INRMP).
• Collaborate with Project Managers, Project Teams, clients, and other stakeholders to integrate environmental considerations into project planning and execution.
• Develop environmental monitoring plans and provide technical support for environmental permitting processes, including applications, renewals, and modifications.
• Remain familiar with evolving environmental laws, regulations, and best practices, and apply knowledge to ongoing and new projects.
• Support the execution of extensive environmental compliance and climate change initiatives.
• Utilize knowledge of relevant local, state, and federal environmental regulation, including Section 106 of the National Historic Preservation Act (NHPA), Section 404 of the Clean Water Act, Section 7 of the Endangered Species Act (ESA), and Clean Air Act to complete required NEPA documentation.
• Assess, disclose, and document impacts of proposed engineering actions to the public through Categorical Exclusions (CATEXs), EAs, and Environmental Impact Statements (EIS).
• Must be able to work independently, as well as part of an interdisciplinary team.
• Maintain productive and mutually beneficial working relationships with clients and partners.
• Facilitate meetings and presentations for clients, stakeholders, and regulatory agencies to discuss project goals and outcomes.
• Actively promote new business development efforts with an emphasis on environmental projects and related work.
• Participate with other environmental professionals, such as GIS specialists, biologists, geologists, engineers, environmental scientists, Tribal Historical Preservation Officers (THPOs), etc. to complete tasks.
• Prepare and present reports and proposals that detail findings, conservation plans, and resource management strategies.
• Assist Business Development (BD) by analyzing requests for proposals and providing feedback on the level of effort required for proposed environmental contracts.
• Provide guidance to governmental agencies, environmental programs, industries, or the public.
• Review and study environmental technical standards, guidelines, and regulations to remain abreast of industry trends.
Required Skills/Abilities
• Ability to review, edit, and finalize a variety of technical environmental documents for clarity and consistency and to proofread and correct errors based on client-approved style guides.
• Ability to simultaneously review and edit multiple documents at varying stages of the document writing process.
• Extensive knowledge of environmental issues and planning principles, particularly application of the National Environmental Policy Act (NEPA).
• Ability to complete production of NEPA/CEQA documentation.
• Proficiency in using Microsoft Word and Excel.
• Ability to effectively manage time to meet deliverable targets and deadlines, work well under time constraints, balance multiple priorities, and track progression of various documents concurrently.
• Excellent technical writing/editing and strong verbal and written communication skills.
• Ability to compile and evaluate information, presenting the results clearly and concisely to various audiences.
Education and Experience
• Required: Bachelor’s degree in environmental science, forestry, rangeland ecology, wildlife management, natural resources, ecology, or closely related field
