Job Description
CWM Environmental Ltd is seeking a Materials Recycling Facility Manager in Carmarthen, UK. JOB TITLE: MRF Manager
DEPARTMENT: Materials Recycling Facility (MRF)
REPORTS TO: Operations Manager
DIRECT REPORTS: MRF Supervisors, MRF Team Leads, MRF Personnel
Basic Function
The role is to manage the Materials Recycling Facility (MRF) Department and ensure that company operations comply with relevant UK and EU laws. The MRF Manager is responsible for effectively managing all department staff, ensuring productivity, safety, and efficiency at all times.
General Duties
• Promote and enforce the company’s health, safety, and environmental culture at all times.
• Ensure all targets are met within deadlines without compromising safety or quality.
• Manage a team of MRF Supervisors to ensure performance standards and targets are achieved.
• Communicate and ensure adherence to all company policies and procedures.
• Maintain excellent people management skills to oversee the MRF Department successfully.
• Liaise with other department managers as necessary.
• Ensure all required documentation is completed and processed in line with company policies and procedures.
• Manage MRF budgets and ensure operations remain within budget controls, meeting key performance indicators (KPIs).
• Effectively communicate business developments, procedures, and company requirements to team members.
• Lead by example and display a positive attitude at all times.
• Ensure operational and financial efficiency within the MRF Department.
Specific Duties
• Ensure compliance with the Employee Handbook, including health and safety requirements.
• Investigate any accidents within the department and report them to the Health and Safety Manager and HR Manager.
• Ensure all staff understand and perform their duties effectively.
• Maintain accurate records of equipment/vehicle maintenance and investigate anomalies.
• Identify and address any failing equipment/vehicles in line with company procedures.
• Ensure the efficient and cost-effective movement of materials both internally and externally.
• Liaise with the Transport Department regarding external transport movements in line with company requirements.
• Work with the Engineering Department to ensure planned preventative maintenance (PPM) is completed on time, minimizing disruption.
• Monitor and maintain accurate records of fuel usage for department machinery.
• Ensure all MRF staff are competent and up to date on mandatory and specific training, maintaining training records as required.
• Review and manage current Safe Systems of Work (SSOW), recommending improvements where necessary.
• Manage sickness absence effectively and conduct return-to-work interviews.
• Oversee team and individual performance management, including probationary reviews for new staff.
• Ensure equipment settings adhere to company procedures.
• Work closely with on-site recruitment agencies to manage ad-hoc staffing needs.
• Maintain awareness of commodity markets to maximize MRF output value.
Key Skills
• Proven management experience.
• WAMITAB Level 4 Treatment and Transfer Non-Hazardous Wastes qualification.
• Financial and budget management expertise.
• IOSH or NEBOSH certification for effective safety management.
• Strong customer service skills.
• Ability to work to tight deadlines.
• Excellent organizational and problem-solving abilities.
• Strong people and communication skills, fostering a motivated and collaborative team.

Health and Safety
To ensure a safe and compliant working environment within the Materials Recycling Facility (MRF), the following health and safety measures must be followed by all staff:
General Health and Safety Practices
Personal Protective Equipment (PPE):
• Wear required PPE, including high-visibility clothing, gloves, safety boots, and hard hats.
• Report and replace damaged PPE immediately.
Hazard Awareness and Reporting:
• Conduct daily safety checks to identify risks.
• Use company reporting systems to document hazards, unsafe conditions, or near-miss incidents.
• Maintain proper signage to highlight hazardous areas.
• Report all hazards and accidents to the line manager immediately, regardless of severity.
Safe Equipment Use:
• Only operate machinery that you are trained and certified to use.
• Inspect equipment before use and report defects immediately.
• Never use faulty or unsafe machinery.
Site Cleanliness:
• Ensure walkways are clear of debris to prevent slips and falls.
• Properly dispose of waste materials to prevent contamination and fire hazards.
Emergency Preparedness:
• Familiarize yourself with first aid stations, fire extinguishers, and emergency exits.
• Participate in routine emergency drills.
• Follow all emergency procedures and report incidents to management immediately.
Waste-Specific Safety Measures
Hazardous Waste Handling:
• Properly identify, segregate, and store hazardous materials in compliance with regulations.
• Use designated containers for batteries, oils, and chemical waste.
Manual Handling:
• Use correct lifting techniques to prevent injuries.
• Utilize mechanical aids such as forklifts and telehandlers for heavy loads.
Customer and Staff Interaction Safety
Guidance and Assistance:
• Maintain a safe distance when assisting staff or visitors.
• Provide clear and concise instructions to prevent unsafe practices.
• Handle difficult interactions professionally and calmly.
• Escalate volatile situations to management when necessary.
Other Duties
• Perform any other reasonable tasks as required, consistent with the role’s responsibilities within the company.
