Managing Consultant, Capital Project Delivery (Senior Level)

ERM is hiring a Managing Consultant for Capital Project Delivery in Minneapolis, MN. The role involves managing biological assessments and permitting for renewable energy and capital projects. ERM is seeking an experienced Managing Consultant to play a key role in growing our Capital Project Delivery business line. The ideal candidate will have experience managing biological field assessments or permitting projects related to renewable energy, transmission, oil and gas or other capital project developments. As a project manager, you will manage permitting and/or due diligence processes, provide leadership in biological field surveys, conduct research to define permitting requirements, coordinate with relevant jurisdictions during permitting processes, develop permitting plans, and developing or coordinating permit applications. You will also participate in teams conducting National Environmental Policy Act (NEPA) compliance, state-level equivalent reviews, and environmental permitting for large-scale capital projects in the eastern states and beyond. Role is open to any candidates in New England, the Northeast or the Midwest. RESPONSIBILITIES: Lead preparation of local, state, and federal permitting documents. Contribute to preparing permitting deliverables, serving in roles ranging from lead technical expert to quality review. Perform project delivery activities such as report writing, data collection and survey field work, data and literature review, and development of recommendations for clients. Oversee multiple projects within client’s scope/budget/schedule expectations and ensure quality standards on project deliverables. Prepare technical proposals, including development of technical scopes and cost estimates, and participate in business development with existing clients and identified leads. Maintain client relationships to support repeat business. Collaborate with other ERM IAP practitioners to execute Impact Assessment and Permitting (IAP) projects (services within our IAP service area include environmental impact assessment, land use planning, facility siting & permitting, and risk assessment). Supervise junior- and mid-level consulting staff to develop their skill sets in technical planning and permitting. Understand ERM’s service areas and market strategy and participate in recruiting and interviewing efforts to build a strong and cohesive regional team. Build strong collaborative relationships with other ERM employees locally, regionally, and nationwide. REQUIREMENTS: BS/MS in biology, ecology, or the environmental sciences. 5 to 10 years of due diligence and permitting experience, including consulting for private-sector clients. High degree of technical competence and broad knowledge of biological field assessment and permitting practices, with a solid grasp of the key biological impact assessment and management issues for land development projects (e.g., wetland delineations, protected species assessment, stormwater management, and others). Well-developed teambuilding and influencing skills; unquestioned integrity; and the experience, confidence, and stature to effectively address client and business needs and challenges. Solid experience building sustaining relationships with major clients. Demonstrated ability to seamlessly work as part of a team. Excellent writing, communication, presentation, strategic thinking, and “people” skills. Recognized technical expertise by and established reputation in the local marketplace, including ability to develop a positive reputation local land use staff.
