Job Description
The Massachusetts Bay Transportation Authority is seeking a Manager of Environmental Permitting in Boston, MA. This role involves overseeing environmental reviews and permitting for capital construction projects, ensuring compliance with state and federal regulations, and managing staff. Candidates should have a relevant bachelor's degree and at least five years of experience in environmental compliance, including NEPA approvals and wetlands permitting.
The Manager of Environmental Permitting will be responsible for managing the environmental review and permitting elements associated with the MBTA’s capital program. The selected candidate will be responsible for acquiring all state and federal environmental approvals necessary for capital construction and infrastructure projects.
• Manage the environmental review and permitting program for capital construction projects.
• Work with Capital Delivery staff to complete state (MEPA) and federal (NEPA) environmental reviews, as well as reviews and approvals pursuant to state and federal historic preservation requirements.
• Manage the process for acquiring all environmental permits needed for infrastructure projects, including but not limited to wetlands and waterways permits, endangered species approvals, historic resource issues, soil management issues and any other applicable state or federal environmental regulatory approvals.
• Interact with all applicable environmental agencies to assure compliance with all environmental regulations, with an emphasis on performing work in wetlands and natural resource areas, and compliance with historic regulations.
• Establish and implement training programs for Authority staff relating to environmental compliance issues.
• Assist facilities with completion, maintenance, and control of all environmental documentation.
• Manage environmental permit and approval close out (at completion of projects) to document that all project mitigation and/or requirements have been met.
• Manage staff who will work on environmental permitting, review, and design projects.
• Perform all other duties and projects that may be assigned.

Supervision
• Direct supervision of one (1) Associate Environmental Permitting Analyst. Subject to change
• Bachelor’s degree from an accredited institution in Civil or Environmental Engineering, Engineering Sciences, Environmental Planning, Environmental Management, or other related field.
• Five (5) years professional experience in the environmental field with a focus on the regulations and
• requirements related to environmental compliance as normally associated with a large or active transportation or infrastructure projects.
• One (1) year of supervisory, managerial, and/or leadership experience.
• Demonstrated experience in NEPA approvals as well as Section 106 of the NHPA.
• Demonstrated experience in wetlands and natural resource conservation permitting and approvals.
• Demonstrated ability to comprehend and administer environmental laws and regulations relative to natural resource protection, soil management or historic preservation.
• Experience working with large-scale infrastructure design plans and specifications.
• Strong computer skill including the following: Adobe, Outlook, Microsoft Office programs, (Word, Excel, PowerPoint, and Access).
• Experience with Geographical Information Systems (GIS) and other relevant mapping systems.
• Ability to work seamlessly with other departments within the MBTA as well as external groups such as state and federal agencies, municipal governments as well as outside consultants and contractors.
• Strong analytical writing skills are essential; oral presentation skills are a significant plus.
• The ability to work with government and regulatory agencies.
• Excellent oral and written communication skills.
• A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
• An Associate Degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
• A master’s degree in a related subject substitutes for two (2) years of general experience.
• A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience and Skills
• Seven (7) years of demonstrated experience in the environmental field with a focus on the regulations and requirements related to environmental compliance as normally associated with a large or active transportation or infrastructure projects.
• Additional years of demonstrated substantive permitting and public construction experience.
• Wetland Scientist, LEED AP, or Envision certifications.
