The Safety & Emergency Response Manager APAC position works with other EHSS leaders, senior ESG, R&D, Engineering & Manufacturing Operations, and Supply Chain Senior leaders in development and implementation of Safety strategies and programs. The APAC Safety & Emergency Response Manager will also interface with external suppliers, global EHSS regulatory agencies, ISO/RBA certification registrar, professional associations, NGOs, & others as needed. This position will develop, and establish Site Safety objectives, and delegate assignments. The APAC Safety and Emergency Response Manager will develop, implement, and maintain processes, programs and operating procedures supporting and driving compliance to all regulatory and GF Worldwide EHS Standards requirements across all of the Asia Pacific Region.

Job Description

Management of a Safety Section - Lead team of Safety Engineers, and subject matter experts to promote EHSS awareness among GlobalFoundries employees, contactors, visitors, and other guests as appropriate

Strategic leader who engages subject matter experts in development and deployment of best-in-class safety programs that drive continuous improvement, compliance to applicable regulations and GF Worldwide Standards, reduce risk, eliminate severe and fatal injuries, drives employee health and prevent undesired unsafe events

Responsible for developing section budget, goals, and performance; determine section priorities and direction

Responsible for all projects assigned to the Section

Participate in the development and implementation of company Environmental, Health & Safety policies and standards worldwide

Lead GlobalFoundries in compliance with laws and regulations associated with site Safety issues

Engage stakeholders in identification and resolution of employee issues

Ensure participation in problem identification and resolution as appropriate

Involve appropriate groups and individuals in identification and resolution as appropriate

Resolve vendor problems relating to performance, service, billing, etc.

Resolve professional and technical service provider problems

Determine equipment and materials needed to accomplish section objectives

Select professional and technical service, equipment, and supply providers

Advise on Emergency Response

Identify and plan training EHS Training programs for employees and contractors

Other Responsibilities:

Work with the site to drive and facilitate a strong Safety culture.

Designs, develops, implements and oversees the organization's safety and emergency response programs and procedures to safeguard employees and surrounding communities and to ensure that all facilities are in compliance with regulations Perform all activities in a safe and responsible manner and support all Environmental, Health, Safety & Security requirements and programs

Conducts safety audits of facilities, equipment and work in progress to ensure compliance with safety/fire safety standards and specifications and safety/fire safety equipment are in working condition including maintaining the site to expected standards (ISO45001, SS651, Customer Requirements, Insurance, etc.)

Determines safety training requirements and provides employees with safety training applicable to their work processes. Responsible to ensure training programs are effective in preventing incidents and injuries
•Drives stakeholder ownership of investigation of injuries and/or incidents to determine the root cause, circumstances and contributing factors as well as corrective and preventive actions and follows-up to prevent injury and/or incident recurrence - including timely closure of incident actions

Maintains comprehensive knowledge of government safety/fire safety regulations and ensures updated validity of all necessary government permits (MOM, SCDF, NEA, SPF, etc.)

Perform all activities in a safe and responsible manner and support all Environmental, Health, Safety & Security requirements and programs • Works and collaborates other projects and/or assignments as needed

Drive ownership and ensure proper implementation of the site MHI / Safety Case Regime

Manage safety programs at the site, Assist with the development and implementation of site specific safety procedures

Provides coaching and professional development to all employees to maintain safety excellence at the facility.

Review safety data and analyze for trends. Work with site personnel to develop actions plans based on the data.

Oversee all aspects of Safety Audits (MOM, SCDF, NEA, ISO, Customer, etc.)

Provide technical assistance and guidance to site population including leading safety committee meetings

Evaluates and interprets IH monitoring and sampling results, makes determinations, and develops corrective strategies

Knowledge of approved methods, procedures, and techniques used in collecting and testing sample as dusts, mists, fumes, vapors, noise, non-ionizing radiation, cold, and heat stress and biological agents

Experience with conducting ergonomic assessments in both an office as well as in a manufacturing setting would be an advantage

Knowledge, Skills & Abilities

Requires functional expertise, in-depth department and company knowledge and additional industry or business knowledge.

Required Qualifications:

Education - Minimum Degree in Chemistry/ Chemical Engineering / Industrial Engineering / Industrial Hygiene - Occasional travel - less than 10 % - Fluency in English Language – written & verbal

Preferred Qualifications:

At least 10-15 years of EHS Safety senior management experience in multinational, semiconductor, or related industry. ISO 14001, OHSAS 18001, ISO 45000, OSHA, SEMI, FM, and Responsible Business Alliance experience preferred. ISO 14001, 18001/ 45001 Lead Auditor certified is a plus.
