Job Description

The Department of Energy, Environment and Climate Action is seeking a Manager, Regulatory Practice in Melbourne, VIC. This role involves designing and implementing a capability framework for the Earth Resources Regulator, focusing on risk-based regulatory practices. The position requires a tertiary qualification in relevant fields and experience in regulatory settings. Hybrid work arrangements are available, allowing for some remote work.
The Manager, Regulatory Practice is responsible for designing, implementing and maintaining a capability framework to support the Earth Resources Regulator (ERR) to deliver a risk-based regulatory approach under a duties-based legislative model. The Manager leads the regulatory practice workforce capability team to design and deliver programs, training and development of employees to embed, and continuously improve, risk-based regulatory practices across the lifecycle of its regulatory functions. The function guides the application of modern regulatory thinking and practice across the range of ERR statutory functions.

This is a unique opportunity to continue to build capability of the regulator and industry on the regulation of Victoria's earth resources sector, at a time of significant growth, as we transition towards a duties-based regulatory model. You will be at the forefront of developing and implementing innovative regulatory practice approaches that ensure earth resources activities are conducted safely to protect people, property, infrastructure and the environment.

Specialist/Technical Expertise/Qualifications
• A tertiary qualification in education (with a focus on adult learning or workforce training), organisational development, or a related field is mandatory.
• Previous experience in developing competency-based capability frameworks in a regulatory setting is highly desirable.
• Operational experience of the mining, quarrying or petroleum activities or a comparable high-risk industry would be well regarded.

This is an ongoing position. The work location for this position is 8 Nicholson Street, Melbourne with hybrid work arrangements available.
