About the position

Under the direction of the Director, Safety & Loss Control, the Manager, Disaster Services is responsible for planning, developing, implementing, and maintaining the Tribe's Emergency Management Programs. The responsibilities include ensuring that response, continuity, and recovery plans are prepared, reviewed and updated as necessary to provide for the event of a disaster. The Manager, Disaster Services plans and conducts training and exercises; acts as liaison to other departments and outside agencies; assists in coordination of major disaster response and recovery operations; coordinates a variety of hazard mitigation projects; and performs other related duties, as required. The Manager, Disaster Services also supervises and oversees other team members involved in disaster services, as necessary.

Responsibilities
• Coordinates emergency management programs to a high level of preparedness, response, recovery and mitigation to protect the San Manuel Reservation and assets.

• Designs and conducts emergency management exercises & drills for the Tribe's Crisis Management Team and Emergency Operations Center staff.
,
• Manages, develops, operates, and tests the Tribe's Emergency Operations Center (EOC) equipment and systems.
,
• Coordinates drills with other response agencies and develops and conducts training for designated Tribal EOC responders.
,
• Acts as EOC leader during disaster conditions requiring activation of the EOC.
,
• Provides management, supervision, and support to professional team members and consultants engaged in Emergency Management and Business Continuity Planning initiatives.
,
• Revises, maintains and manages Tribal emergency operations plans (EOPs), standard operating procedures (SOPs), and standard operating guidelines (SOGs).

• Manages fund recovery efforts during declared disasters; coordinates with FEMA and/or Bureau of Indian Affairs (BIA) representatives.
,
• Represents the San Manuel Emergency Management team in intergovernmental and interagency relations.
,
• Participates in the development and administration of the department budget; submits budget recommendations, and monitors expenditures.
,
• Performs other duties as assigned to support the efficient operation of the department.

Requirements
• Bachelor's degree in Emergency Management or a closely related field is required.
,
• Minimum five (5) years of experience as a dedicated, full-time emergency management employee is required.
,
• Minimum (3) years supervisory experience is required.
,
• Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.

Nice-to-haves
• Experience with disaster preparedness objectives and plans for local communities.
,
• Experience with citizen disaster preparedness programs (CERT program).
,
• Experience with disaster relief organizations operations (Red Cross, FEMA).
,
• Planning operations for emergencies for federally recognized Indian reservation is preferred.
,
• Knowledge of current emergency management legislation and issues, both domestic and tribal.
,
• Knowledge of the Federal Emergency Management Agency (FEMA) funding assistance process.
,
• Knowledge of Stafford Act requirements as it relates to disasters in tribal communities.
,
• Experience with disaster planning and preparedness groups at the Tribal level.
,
• Experience with EOC design, function and management.
,
• Knowledge of the standard and emergency operating procedures of the various departments as they relate to Emergency Management.
,
• Knowledge of the Incident Command System is preferred.
