Job Description
The City of Atlanta is hiring a Management Analyst I - Finance & Environmental Review Analyst to conduct environmental reviews and ensure compliance before fund release. Responsibilities include managing Environmental Review Records, assisting with financial oversight, and collaborating across departments. Candidates should have knowledge of environmental review processes, financial management, and strong analytical skills, with a bachelor's degree and 2-3 years of relevant experience preferred.
About the position
The Management Analyst II is responsible for conducting environmental reviews and clearances to ensure compliance prior to the release of funds. This position supports the coordination, tracking, and documentation of Environmental Review Records (ERR), and assists in financial oversight activities including reimbursement review and approval processes. This role requires collaboration across departments to ensure timely communication and adherence to regulatory and fiscal requirements.
Responsibilities
• Conduct environmental reviews and clearances in compliance with applicable federal, state, and local regulations prior to the release of funds.
• Coordinate, track, and manage environmental review communications and documentation, including maintaining and archiving Environmental Review Records (ERR).
• Assist the fiscal officer with reviewing reimbursement requests for accuracy, completeness, and compliance with funding requirements.
• Perform secondary review and approval of eLOCCS draws and reimbursement submissions.
• Ensure timely processing and documentation of financial and environmental review activities.
• Collaborate with internal and external stakeholders to ensure compliance and resolve issues related to environmental and financial reviews.
• Maintain accurate records and reporting systems to support audits and program monitoring.
• May perform other duties as assigned.
Requirements
• Knowledge of environmental review requirements and compliance processes related to federally funded programs (e.g., HUD environmental review procedures and Environmental Review Records (ERR)).
• Knowledge of financial management principles, including reimbursement processing, fund disbursement, and grant compliance requirements.
• Knowledge of Eloccs or similar financial reporting and drawdown systems.
• Knowledge of applicable federal, state, and local regulations governing environmental clearances and public funding.
• Ability to review, analyze, and interpret financial and environmental documentation for accuracy and compliance.
• Ability to manage multiple projects, deadlines, and tracking systems with strong attention to detail.
• Ability to maintain organized records and documentation for audit and reporting purposes.
• Ability to communicate effectively, both verbally and in writing, with internal staff, external partners, and regulatory agencies.
• Ability to collaborate across departments and coordinate timely completion of environmental and financial review processes.
• Strong analytical and problem-solving skills.
• Proficiency in Microsoft Office Suite (Excel, Word, Outlook) and database or tracking systems.
• Ability to exercise sound judgment and maintain confidentiality in handling sensitive financial and regulatory information.
• Education and Experience – bachelor’s degree in environmental science, Public Administration, Finance, Accounting, Urban Planning, or related field.
• At least 2-3 years of professional experience in environmental review, grant administration, financial analysis, or related field; experience with federally funded programs preferred.
Nice-to-haves
• Experience with HUD-funded programs and environmental review processes (e.g., environmental review record (ERR) preparation).
• Familiarity with eloccs or similar grant management and financial systems.
• Experience reviewing reimbursement requests, financial documentation, or grant compliance materials.
• Knowledge of federal regulations such as 24 CFR Part 58 or similar environmental compliance frameworks.
• Strong proficiency in Microsoft excel and data tracking/reporting tools.
• Prior experience working in government public sector environment.
