Job Description

WWF-Philippines is seeking a Local Community Coordinator in Quezon City for an Impact Assessment of Whale Shark Interaction Tourism in Donsol, Sorsogon. The role involves evaluating the economic, environmental, and social impacts of community-based ecotourism, conducting mixed-method research, and delivering reports. Key tasks include surveys, stakeholder interviews, and policy recommendations. Applications are accepted via email until March 25, 2026.
The Consultant will conduct the first Impact Assessment of Community-based Whale Shark Interaction Tourism in Donsol, Sorsogon since the inception of WWF Whale Shark Conservation project in 1998, which will document long-term outcomes. Since this community-based ecotourism program has been operating in Donsol over the last three decades, it requires an evaluation to assess the achievement of its intended outcomes, document best practices on sustainability, and inform evidence-based policy for adaptive management in support of the WWF’s conservation and community development goals.

Objectives

This impact evaluation intends to generate evidences on the economic, environmental, and social impacts of sustainable whale shark conservation and community-based ecotourism governance in Donsol, Sorsogon. Specifically, it aims to:

1. Estimate the economic value of whale shark interaction;
2. Assess the distributional effects of tourism to stakeholders;
3. Analyze how economic incentives influence conservation behavior and compliance of
stakeholders; and
4. Recommend policies to sustain the benefits of community-based ecotourism.

1. Reconnaissance survey and instrument design
2. Interview of BIO and accommodation operations

5. Submission and presentation of first draft

Expected Deliverables

1. Inception Report including reconnaissance survey report/ interview instrument and
preliminary field notes.
2. FGD Documentation and stakeholder consultation report
3. First Draft of the report
4. Revised and final report incorporating comments and feedback
