Job Description

The City of Lancaster (PA) is seeking a Lead Risk Assessor to test for lead-based paint and assess housing hazards in residential properties. Responsibilities include conducting inspections, preparing reports, managing lead remediation projects, and ensuring compliance with safety regulations. Candidates should have relevant licenses or the ability to obtain them, along with experience in housing construction or environmental remediation. A PA driver's license is also required.
Tests for lead-based paint and assesses housing hazards in homes throughout the City of Lancaster. Develops Scopes of Work that will increase housing and neighborhood safety in compliance with funding guidelines of State and Federal agencies. Manages eligible projects through the bidding, contracting, construction and clearance process for various lead remediation and housing improvement projects.

• Performs Lead Inspections and Risk Assessments in compliance with all Federal, State and City of
Lancaster lead regulations.
• Conducts inspections of residential properties for potential health and safety hazards.
• Prepares Lead Inspection Risk Assessment reports (LIRAs) in compliance with State and Federal
requirements.
• Prepares Scopes of Work to address lead, health and safety hazards using Housing Developer Pro,
subject to the approval of a licensed Project Designer.
• Reviews detailed reports and Scopes of Work with Property Owners and obtains their acceptance of
the recommendations.
• Reviews contractor selection and bidding process with Owners and obtains approval to
proceed.
• Communicate with Owners and Contractors to facilitate the bidding process and contract
signing.
• Conducts regular on-site inspections of housing improvement and lead remediation projects,
documenting the work with photographs and inspection notes, and engaging with Contractors and
Owners throughout the process to ensure a quality product with high levels of satisfaction
• Conducts lead clearances for lead remediation programs.
• Conducts final inspections and reviews the work completed with property owners to ensure that
all work is completed to a satisfactory level.
• Prepares Clearance Reports and other closing documents for owner’s review and
signatures.
• Maintains fair and impartial relationships with Contractors and Owners.
• Communicates clearly with the public, contractors and other agencies regarding lead hazard
control issues and regulations.
• Maintains detailed notes and orderly construction files for each project in compliance with
grant requirements.
• Ensure project closure by completing, organizing, and obtaining required signatures for all
necessary paperwork, while verifying that all payments are processed according to contracts and
change orders.
• Works closely with members of the Office of Healthy Homes team to facilitate smooth and
efficient operations.

Education, Training and Experience
• PA Lead Inspector and Risk Assessor licenses strongly preferred.
• Certification as an industrial hygienist, professional engineer, registered architect, health
officer, and/or certification in a related field preferred (if not a licensed Lead Inspector and
Risk Assessor).
• Ability to complete training and to pass exam to become a licensed Lead Inspector and Risk
Assessor within 6 months of hire is required (if not a licensed Lead Inspector and Risk Assessor).
• Graduation from High School, or completion of a GED is required.
• Three (3) years of experience in housing construction, building inspection or environmental
remediation is required (if not a licensed Lead Inspector and Risk Assessor).

Licenses and Certificates
• PA State Driver’s License is required
• PA Lead Inspector and Risk Assessor licenses required within 6 months of hire.
• Follows safe practices in the performance of the position duties.
• Fluent in English, with additional fluency in Spanish preferred but not required.
• Proven ability to work as part of a team and to collaborate successfully with others.
• Familiar with buildings and building components. Knowledge of building codes, federal rehabilitation standards and State historic preservation requirements preferred. Ability to maintain detailed, accurate files and to prepare reports is required.
• Ability to perform mathematical calculations is required.
• Ability to identify unsafe and unhealthy conditions in dwelling units is required.
• Ability to complete training and pass exam to become a Healthy Homes Evaluator is required.
• Ability to adapt to new or changing situations, and to show flexibility in making changes to work processes and operations as needed.
• General Knowledge of HVAC, roofing and plumbing systems preferred.
• Knowledge of Microsoft Office (Word, Excel, Outlook) strongly preferred.

• Indoors, environmentally controlled.
• Outdoor, exposed to inclement weather and extreme temperatures.
• Exposure to noise and potentially hazardous materials at project sites.
• Exposure to a wide variety of living conditions, including possible pests and unsanitary
• conditions.

• Occasionally Tyvek suits
• Occasionally N95 particulate air filter masks

Comments
• Requires work in a typical office environment with frequent outside work.
• Requires the ability to operate a motor vehicle.
• Requires the ability to handle Viken lead detection equipment. Training provided.
