Job Description

The Interim Energy Solutions Executive at New Hampshire Electric Cooperative, Inc. will oversee energy efficiency and environmental programs, ensuring regulatory compliance and alignment with strategic goals. Responsibilities include budget preparation, program evaluation, and collaboration with industry organizations. The role requires a Bachelor's degree and seven years of relevant experience. The position is based in Plymouth, NH.
Position Summary:

Reporting to the VP of Member Engagement, the Energy Solutions Executive will develop, direct, and oversee the design, monitoring and evaluation and regulatory process of energy efficiency and social and environmental responsibility program offerings that benefit participants and NHEC as a whole to ensure alignment with NHEC’s strategic intent that meet regulatory requirements both currently and in the future. They will also investigate, develop, and recommend programs, initiatives and short and long goals for measurement that keep pace with or exceed current and developing energy policy.

Responsibilities:
• Develops, recommends, and oversees regulatory aspects of NHEC’s NHSaves Energy Efficiency, RGGI, and Social/Environmental programs, presenting for approval to the VP of Member Engagement and NH Public Utilities Commission.
• Represents NHEC and its members’ interests in NHSaves Energy Efficiency and RGGI programs to the PUC and participates in cross-utility and stakeholder teams for energy efficiency plan development and regulatory issues.
• Prepares the fiscal year energy efficiency budget and benefit-cost analysis, ensuring compliance with financial reporting requirements for Core Energy Efficiency and RGGI programs.
• Oversees program administrators managing various energy efficiency initiatives, including Energy Star, Home Performance, C&I Retrofit, Load Management, and Distributed Energy Resources like solar and geothermal.
• Ensures accurate reporting for NHSaves, Forward Capacity Market (FCM), and regulatory filings to PUC, NHEC Board, ISO New England, DOE, and other entities.
• Supports NHEC’s participation in ISO-NE’s FCM by submitting qualification packages, participating in FCA Auctions, overseeing certification, and maintaining required documentation.
• Establishes evaluation plans to assess energy efficiency program effectiveness, ensuring compliance with ISO-NE requirements and overseeing external contractors conducting program evaluations.
• Develops relationships with service suppliers and contractors to enhance program value and service for NHEC.
• Engages with industry organizations such as the Energy Efficiency and Sustainable Energy Board, Northeast Energy Efficiency Partnership, and Consortium for Energy Efficiency.
• Collaborates on Social and Environmental projects to help NHEC members reduce energy consumption and costs.
• Ensures regulatory compliance by coordinating annual DOE audits and periodic internal/ISO M&V audits.
• Assists with strategic planning and legislative activities to guide program development.
• Supports NHEC’s Balanced Scorecard objectives and financial goals by contributing to budget and program planning.

Required Education and Experience:
• Bachelor of Science degree in Accounting or Business Management. Advanced degree required.
• Seven (7) years’ experience in developing and implementing a wide range of programs, products and services which impact members. These programs, products and services would include but not be limited to energy efficiency, renewable energy, account management, load growth and retention, and technical support.
• Must be able to effectively lead across a wide range of disciplines including engineering, project/program management, field operations as well as cross functionally within other divisions.
• Two (2) years as a People Leader. Strong leadership skills with the ability to guide staff, allocate resources effectively, and drive results.
• Excellent written and verbal communication skills.

Preferred Education and Experience:
• Prior experience in a utility environment.
• Ability to identify and implement process improvements that enhance efficiency while maintaining seamless service.
• In-depth knowledge of the energy consumer’s fuel-blind value chain, from commodity supply to end use.
• Expertise in developing market-driven energy solutions and building business infrastructure to support profitable programs, products, and services.
• Understanding of electric utility infrastructure, operations, and support to implement optimal energy solutions

Power Restoration
• Assistance with power restoration is required of all employees.
• Employees will be assigned functions to support power restoration and for some employees that may be different from their normal duties.
• Such assistance may require working nights, weekends and holidays which may involve considerable extra hours.
• In order to meet this working condition, all employees are required to provide a personal phone number where they may be reached after hours. This number will only be used for internal purposes.

Working Conditions:

Normal office conditions, occasional overtime may be required. Positions eligible for a hybrid work schedule will be dependent upon management approval & workload, however on-site office work in the Plymouth, NH area will be required.

Will be required to work long hours on occasions, especially during major system outages. Limited travel required in the performance of work responsibilities and representing NHEC at various professional and association meetings.

Compensation:

The targeted salary range for this position is $132,109.39-150,931.62 with anticipated pay for new hires between the entry and midpoint of this range and could vary above and below the listed range. Pay is based on non-discriminatory factors including but not limited to work experience, education, licensure requirements, proficiency and qualifications required for the role. The base pay is just one component of NHEC’s total compensation package for employees.
