ITS Technician 3

The overall function of this position is to maintain the DOTD Headquarters CCTV security system and network, give technical support to the districts on all security CCTV systems and performs management consultant functions for planning evaluation and act as a technical resource for all weigh station electronic systems. This position is located in the Section 51/008 gang of the Department of Transportation and Development. The incumbent must be self-motivated and be able lo perform duties many times with minimal or no supervision and be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. Responsibilities include technical repair and installation, optimization, and management of system software and hardware. This position has critical responsibilities for project management of the maintenance and repair of equipment that affects the safety and well-being of Department personnel and the general public. This position reports to an ITS Technician Supervisor.

The incumbent is required to possess the following specialized knowledge, skills, abilities, and operate the following equipment:
• Network, server and computer skills required.
• Cellphone access.
• A class E driver's license is required.

MINIMUM QUALIFICATIONS:
Two years of experience or training in the maintenance and/or repair of electronic, electrical, or telecommunications devices, components, networks, or systems; OR

An associate’s degree in electrical technology or electronic systems.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university in electrical technology or electronic systems will be credited as one year of experience.FUNCTION OF WORK:
To provide maintenance, troubleshooting and repair of various devices and components for Intelligent Transportation Systems and other types of complex telecommunications systems.

LEVEL OF WORK:
Entry.

SUPERVISION RECEIVED:
Direct from an ITS Technician Supervisor or higher-level personnel. May also receive functional supervision from a higher-level ITS Technician.

SUPERVISION EXERCISED:
None.

LOCATION OF WORK:
Department of Transportation and Development. Other locations may be approved by SCS.

JOB DISTINCTIONS:
Differs from ITS Technician 2 by the absence of independence in completing tasks related to troubleshooting, repairing and maintaining ITS and telecommunications systems.

50% Install, maintain, trouble shoot, repair, replaces and deliver cameras and other items to make the system operate normally. Evaluates and recommends changes to the systems network based on monitoring of network components. Reviews codes and regulations to keep abreast of changes to the relevant codes affecting security of publicly owned facilities throughout the state.

Observes and records dailies on all LT. / security projects, at Headquarters, District offices, Rest Areas and weigh stations statewide, through completion of contract construction. Observes construction on selected projects. Approves contractor's invoices and monitors the entire review process. Monitors and initiates general correspondence and coordinates implementation of required Change Orders, to ongoing construction projects.

40% Performs onsite inspections to determine preventive maintenance requirements and maintains configuration of various pieces of the security network facilities. Reports issues to upper level management and recommends solutions to these problems when they occur. Coordinates with and provides technical assistance to other Departmental staff (electricians, carpenters, welders, and others) when their assistance is required. Investigates, evaluates and connects District security and CCTV systems to operate efficiently. Makes evaluations and recommendations on District security and CCTV needs at all District building locations including rest areas and weigh stations. Makes repairs and installation on all of these systems. Conducts inspections of DOTD facilities, as required.

5% Assists the DOTD ITS group when requested.

5% Maybe required to perform other duties as necessary including, but not limited to Emergency/disaster support activities.

While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.
