Job Description
The U.S. Pacific Fleet is seeking an Interdisciplinary professional for Joint Base Pearl Harbor Hickam, HI. Responsibilities include conducting site visits, submitting planning requests, reviewing engineering designs, and managing project execution while coordinating with various stakeholders. Candidates must be U.S. citizens and meet specific federal employment requirements. Travel may be required, but this is not a remote position.
Duties
• You will conduct site visits to verify the validity and scope of plant equipment/facility requests.
• You will submit planning requests, work requests, and any supporting documentation necessary (including designs) as required by project execution agents.
• You will provide necessary interface between NAVFAC engineering/Architecture Engineering (AE) firms with shipyard personnel during the planning phase of projects.
• You will review engineering designs produced by NAVFAC or contractor (AE) design firms prior to work execution to ensure the designs meet the requirements of PHNS and IMF.
• You will participate in developing technical criteria or contractor selection scoring plans used by the project execution agent for selecting contractors.
• You will manage project execution, coordinate project work around the waterfront operations and develop creative solutions to mitigate or eliminate obstructions to avoid delays in project completion and minimize impact to waterfront operations.
• You will generate justifications and documents needed by the program managers, necessary to obtain additional funds for any change orders to project scope during project execution.
• You will ensure that projects assigned have necessary support prior to and during execution to preclude delays to work and minimize adverse impact to Shipyard operations.

• You will be required to successfully complete a pre-appointment physical examination.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying professional engineering methods, theories, principles, concepts, and standards to plan and coordinate work for industrial facilities or infrastructure projects; and develop and advise on solutions to modify standard practices, equipment, processes, or techniques to ensure the quality, safety, or effectiveness of equipment and compliance with requirements (e.g., plans, specifications, costs, labor, and materials).
For the GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying professional engineering methods, theories, principles, concepts, and standards coordinating work for industrial facilities or infrastructure projects to ensure the safety or effectiveness of equipment and compliance with requirements (e.g., plans, specifications, costs, labor, and materials).

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
For The 0808 Series
Successful completion of a degree in Architecture.
OR
Successful completion of a degree in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Successful completion of a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities.
OR
You lack a degree in architecture but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that I have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
