Job Description
Rotherham Metropolitan Borough Council seeks a Household Waste Recycling Centre Manager to oversee the management and performance of HWRCs in Rotherham. The role involves ensuring compliance with health and safety regulations, managing resources, and driving service improvements. The post holder will oversee the implementation of the Council's in-house management of the Household Waste Recycling Centres (HWRCs) and manage & develop the performance of Rotherham’s HWRCs to achieve the Council’s environmental efficiencies and strategic goals.
The remit of the service includes ensuring all health and safety, operational, legislative, and contractual obligations are met in full; maintaining close liaison with key clients; achieving operational efficiencies, policy development, performance management, and business intelligence; and proactively identifying areas for service improvements at a strategic and operational level.
The role involves providing a full specialist professional service and advice to the service and its customers, including caseload management of the most complex work and provision of leadership and technical expertise to the wider team. The post holder will lead and facilitate other staff to ensure effective service delivery, including training, planning, compliance and allocating work. They will carry out research, monitoring of data, and reviews of local and national policy and best practice.
Effective performance management and coordination of resources allocated to the delivery of projects and the service, including contract management of providers, is essential. The post holder will act as a champion for service development and improvement within the service, role modelling research into practice, ensuring performance indicators and targets are met.
Organising and chairing meetings, focus groups, and working groups, both internal and external, is part of the role, as is ensuring good financial management to meet budgetary targets. Promoting good working relationships with internal customers, other local authorities, outside agencies, and the private sector is crucial.
The post holder will present formal and informal reports to all levels of management and Elected Members, including recommendations for improvement or future action, and handle customer complaints (verbal and written) to the appropriate resolution within agreed timescales.
The ideal candidate will have substantial knowledge and understanding of the legislative frameworks, policies, key issues, and working practices relevant within the specialism of this post. Proven experience in managing Household Waste Recycling Centres and developing operational plans is required, along with experience in managing a diverse team, including both direct and sub-contracted staff. Demonstrable experience in ensuring adherence to safe working practices and Health and Safety legislation is essential.
The candidate should have experience in developing and progressing collaborative efforts with all stakeholders to achieve Council objectives and individual targets. Proven experience in creating and maintaining effective working relationships with Waste Management colleagues, sub-contractors, and site users is necessary, as is demonstrable experience in continuously improving customer satisfaction and site recycling rates.
Qualifications required include a Certificate of Technical Competence in Hazardous Waste transfer and a Level 7 qualification (e.g., Post Graduate Certificates and Diplomas) or equivalent level of knowledge gained through work experience.
Additional requirements include the ability to work flexibly, including any service-specific hours, and the ability to travel to various locations throughout the Borough within a reasonable timescale.

Until 31st March 2026 employees paid at Band D and above are subject to a temporary pay reduction of 1.15% spread out by means of a monthly deduction from each pay period over the full financial year. In recognition of implementing this temporary measure, those who experience a pay reduction will be awarded three additional days leave (pro rata for part-time).
