Job Description

The HSE Manager and BCM Coordinator position at a confidential company in Abu Dhabi involves planning, directing, and coordinating health, safety, and environmental protection activities. Job Purpose and Accountability:

The HSE Manager will be accountable to plan, direct, coordinate, control and advise on all S2

O&M Health, Safety and Environmental Protection as well as BCM (Business Continuity

Management) aspects to protect Company's business, personnel, property and the environment.

Key Responsibilities and Authority:

1. Manages the Company IMS policy and management system and ensures effective implementation through comprehensive programmes and monitoring and control systems.

2. Ensures that IMS (Integrated Management System) is established, documented, implemented & maintained in accordance with the requirements of ISO9001:2015, ISO14001:2015 and BS OHSAS18001:2007 Standards.

3. Ensuring awareness and proper communication of the requirements of the IMS to all functions and levels of the organization. Liaises with the management to develop Station Objectives and KPIs.

4. Plans, directs and coordinates the activities of assigned personnel in the HSE Department. Exercises managerial role and financial authority at the level established by management.

5. Ensures that IMS (Integrated Management System) is established, documented, implemented & maintained in accordance with the requirements of ISO9001:2015, ISO14001:2015 and BS OHSAS18001:2007 Standards.

6. Ensuring awareness and proper communication of the requirements of the IMS to all functions and levels of the organization. Liaises with the management to develop Station Objectives and KPIs.

7. Plans, directs and coordinates the activities of assigned personnel in the HSE Department. Exercises managerial role and financial authority at the level established by management.

8. Plans and directs the preparation and presents the budget for management approval,

controls expenditure and justifies variances.

9. Provides essential technical HSE/BCM advice and guidance to management on major issues and keeps them aware of latest developments in HSE/BCM laws, standards and regulations and their impact/implementation in the company.

10. To identify, controls and keep up to date the legal requirements affecting the Company. Coordinates the implementation of them with the relevant departments.

11. Plans, supervises and coordinates major audits of the Company's operations to ensure compliance with IMS standards and reports on potential consequences of faults/omissions with recommendations of required corrective actions to Management.

12. Carries out regular field visits to assess the efficiency of current fire fighting capabilities and safety precautions and ensures that the Company's policy and procedures are implemented by all departments.

13. Supervises, directs and participates in technical reviews of risk assessments for all equipment and maintenance jobs.

14. Plans, maintains and ensures the availability of safety, environmental monitoring and fire fighting facilities and PPE (personnel protective equipment). Organises the preparations and successfully manages the Civil Defence inspections and certification for the installed fire fighting system.

15. Plans and reviews the identification of HSE training needs and coordinates the training programmes accordingly. Approves the technical contents of HSE training courses, brochures and safety guides for all level of employees to promote the HSE awareness. Reviews and evaluates the effectiveness, of such training programmes through the feedback reports/monthly safety statistics and introduces improvements as required.

16. Reviews accident/incidents and investigates reports, evaluates compliance with proceduresand ensures follow-up on implementation of remedial action. Initiates and undertakes investigation into serious/major accidents to prepare the company's official reports. Supervises root cause analysis of causation factors on all incidents and ensures that measures are taken to prevent recurrences.

17. Monitoring and measurement of quality, environmental, health & safety and business continuity objectives and targets.

18. Handling & investigation of non-conformances, taking corrective and preventive actions.

19. Prepares the required HSE and BCM reports for customer, shareholders and external agents and internal as it may be required. Ensure that all injuries, strains or illnesses suffered by the individuals – as a result of doing one's job are reported.

20. Plans and regularly conducts the HSE/BCM meetings, desktop exercises and evacuation drills to test the response of the station to emergencies.

21. Plans and manages the HSE Incentive Programme and other initiatives like HSE Gala and Safety Talks to improve the HSE culture in the organisation.

22. QHSE related responsibilities:
• Ensure that all Health & Safety policy, procedures, rules and regulations are adhered to whenever applicable.
• Ensure the regular review of risk assessments for all work equipment and operations.
• Ensure that all injuries, strains or illnesses suffered by the individuals – as a result of doing one's job are reported.
• Ensure participation in safety walks, inspections, mock drills and other HSE programs such as HSE Week, HSE Committee Meetings, and Safety Talk etc.
• To take reasonable care of one's own health and safety and not to put other people – fellow employees and members of the public – at risk by our actions or inactions in the course of our work.
• Not to interfere with or misuse anything that's been provided for one's health, safety or welfare

(e.g. PPE's, Emergency eye wash/showers, resting cabins, water dispensers etc.)

23. Following BCM related responsibilities will be assumed as delegated as part of the CMT

(Crises Management Team):
• Contribute towards the 'Response', 'Resume', 'Recover' phases of the crises.
• Conduct periodic debriefing sessions with ERT to monitor progress.
• Consider the impact on organization's activities / objectives.
• Ensure that management and staff are kept fully informed and up to date with progress.

Performance Indicators:

HSE Leading

1. Successfully manage the 'Safety Walk Programme' and achieve the target for the year.

2. To achieve the targeted FEDA submissions in a year.

3. To achieve the Unsafe Acts/Conditions 'Close-Out' rate of above 97%.

HSE Lagging

4. To achieve 'Zero' fatalities and LTAs (Lost Time Accidents).

5. To achieve 'Zero' major environmental incidents.

6. To improve upon the target for the first-aid and medical treatment cases in a year.

7. To keep the Hi-Po (High Potential) Near-Miss occurrences below the target for the year.

Quality

8. To successfully organize internal and external audits including OSHAD, ISO and Shareholders' audits.

Training

9. To successfully organize HSE and BCM trainings for the employees. BCM (Business Continuity Management)

10. To successfully implement the improvement recommendations from external as well as internal audits.

11. To successfully test the BCM Plan via Quarterly Desktop and Annual Emergency Evacuation exercises.

12. To complete the review of the BIA (business impact analysis), RAs (Risk Assessments) and

the Action Cards of the BCM system.

Education:

1. An accredited degree in Safety, Engineering or Business Management discipline or

equivalent.

Experience:

1. At least 10 years in thermal power plant operations or engineering, 5 of which should be in

industrial safety and environmental protection and 3 of which should be in a lead or senior

supervisory level.

2. Knowledge of ISO9000, ISO14000 and OHSAS18000 management systems and experience

of managing internal as well as external audits with working knowledge as a certified lead

auditor.

3. Fluent in written and spoken English with experience of training and/or presentations.

4. Computer literate with working knowledge of Microsoft Office soft-wares including Word,

Excel and Power Point.
